Position Information:
The Associate Vice Chancellor of Human Resources (AVC HR) is the senior human resources officer at the University of California, Riverside. The AVC leads, develops and manages a comprehensive human resources program aligned with UCR's trifold mission of teaching, research, and public service; the campus strategic plan and Principles of Community; VC Business and Administrative Services vision and goals; and, University policies, labor agreements, and Federal and State employment laws and regulations for a staff workforce of approximately 2400 employees of which 1100 are exclusively represented.

Under the direction of the Vice Chancellor and in close partnership with campus executive management, various groups such as the Staff Assembly and Diversity Education and Leadership Group and campus administrators, managers, faculty, and staff, the AVC develops and executes comprehensive strategic plans relating to campus human resources programs, practices, and systems. The AVC provides liaison to the Office of the President on human resources matters, and serves as a member of the VCBSA senior management group and campus and University-wide committees, The Associate Vice Chancellor is responsible for advising campus senior officers on all aspects of human resources administration including UC's senior management programs and policy.

In support of the University's mission and in partnership with campus leadership, Academic Personnel, and the Office of Faculty and Staff Affirmative Action, the AVC guides the development of a campus wide talent management strategy that enhances UCR's competitive advantage as an employer of choice, by establishing a framework to actively recruit, develop, and retain a diverse and talented workforce; developing policies and practices that champion diversity; and creating a safe, inclusive work culture.

Provides leadership and vision to ensure effective operations of Human Resources units that include labor relations (staff and academic bargaining agreements), recruitment/employment, compensation and classification, benefits, disability management (reasonable accommodation), workers' compensation, ergonomics, wellness, employee relations, training and development, policy and regulatory compliance, and Faculty and Staff Assistance Program.

The AVC leads the development of a campus wide integrated HR total rewards strategy, operational plan, and procedures for all campus-wide human resources services and functions, that provides vision and direction in an increasingly multi-cultural and multi-generational work environment; leadership in achieving a diverse workforce; and achieves optimal employee engagement and performance; while remaining internally equitable, externally competitive, affordable, legally compliant, and administratively sustainable.
Minimum Requirements:
Bachelor's degree in a related area, minimum ten years recent, successful, progressively responsible, related management experience, at least five years at a leadership level, or an equivalent combination of education and experience.

Demonstrated experience in successfully managing human resource professionals in a collaborative environment that emphasizes teamwork, a commitment to excellence, and customer service principles in supporting the mission of the organization.

Demonstrated strategic and organizational planning abilities; analytical skills for decision-making and creative problem-solving; and evaluative skills to assess the outcomes of human resources programs. Substantial experience leading, planning and implementing change in collaboration with senior management.

Demonstrated skill in leadership and consensus building on significant organizational issues, and experience sustaining a high level of energy and enthusiasm for advancing ideas and programs in a large and multifaceted organization.

Successful experience using a broad range of communication methods to shape and advance human resources management initiatives, and build alliances and partnerships. Well-developed interpersonal skills to interact effectively with senior leadership, managers, faculty, and staff.

Thorough knowledge of and demonstrated experience in human resources management functions, strategies, systems and practices; knowledge of HR-related laws and regulations including FLSA, EEO/AA, FML, and other related HR regulations.

Knowledge of information technology and communication systems; demonstrated experience in planning and leading the deployment of new and/or enhanced human resources systems. Proficiency in use of computers, PDA's, and Microsoft software suite. Excellent project management skills.

Experience recruiting, managing, developing, retaining, and promoting a diverse workforce.

Experience modeling ethical behavior and acceptance of accountability for results.

Experience planning and managing budgets. Skill in getting financial proposals approved.

Preferred Qualifications:
Master's degree in business/human resources or related field.

Experience in multi-campus research university system.

Professional Human Resources certification (SPHR, PHR, CCP or equivalent)
