University of Virginia

The University of Virginia (UVA) seeks a dynamic and highly skilled Senior Manager – Debt Portfolio & Internal Bank. Reporting to the Managing Director of Treasury (with a coordinating relationship to the Treasurer), this individual serves as the institution’s hands-on modeling, analytics, and reporting expert for UVA’s debt portfolio and Internal Bank, spanning the Academic Division, Medical Center, and UVA Wise. The role also extends across UVA’s Foundations (University-Affiliated Organizations, or UAOs)—a significant number of which consolidate into the University’s financial statements and rating-agency credit profile—and requires the Senior Manager to build and maintain working relationships with the financial leaders of these organizations, whose debt and cash positions directly impact the consolidated Financial Statements.

This is a builder’s role for a technically exceptional financial modeler who is equally at home constructing multi-decade quantitative models and translating their results into a clear, compelling narratives and decks for executive leadership, Deans, and unit finance staff. The Senior Manager owns the modeling of the University’s Internal Bank—including its long-dated, 100-year debt portfolio horizon—serves as the primary liaison to UVA’s Financial Advisors on that modeling, and functions as the institution’s subject-matter expert in Debtbook and related debt-management systems. The ideal candidate pairs expert Excel and PowerPoint skills, and the disciplined use of AI to work efficiently with large data sets, with the personable, credible communication style needed to engage the full spectrum of University stakeholders.

Key Responsibilities:

Internal Bank Modeling & Long-Dated Debt Strategy

  • Own the development, maintenance, and continuous improvement of the quantitative models supporting UVA’s Internal Bank, including internal lending and investing rates, loan amortization, and the allocation of debt capital to Schools, Departments, and Units.
  • Plan, develop, publish, implement, and evaluate fiscal policy related to the Internal Bank.
  • Model the Internal Bank across the University’s 100-year debt portfolio horizon, incorporating century / long-dated bond strategy, refunding assumptions, and multi-generational capital-planning scenarios.
  • Serve as the primary liaison with UVA’s Financial Advisors on Internal Bank modeling—working with other departmental associates on reconciling assumptions, validating outputs, and integrating Advisor input into the University’s models.
  • Prepare scenario analyses, sensitivities, and projections that inform decisions on internal rate-setting, loan terms, and disbursement of Internal Bank resources.
  • Prepare periodic forecasts of revenues, expenditures, and changes in Internal Bank fund balances to ensure compliance with Internal Bank capitalization requirements and budgets.
  • Produce financial statements, dashboards, and reporting on Internal Bank activity for Treasury leadership and the Finance Committee.

Debt Portfolio Management & Capital Markets

  • Support the planning, structuring, and execution of tax-exempt and taxable debt, including the University’s commercial paper program, long-term bonds, and refundings.
  • Assist the Treasurer and Managing Director in overseeing and managing the debt portfolio and the issuance of debt—including bond issuance preparation, coordination, and management, and post-issuance reporting requirements.
  • Build and maintain models that evaluate the University’s debt capacity, affordability, and portfolio composition (variable-rate exposure, liquidity facilities, amortization schedules, and refunding opportunities).
  • Track UVA’s outstanding debt portfolio and support covenant compliance, reporting accuracy, and ongoing performance monitoring.
  • Analyze financing alternatives and capital-market conditions to support UVA’s long-term financial strategy.
  • Work with Facilities Management on the funding sources of capital plans and ensure their appropriate reflection in the General Ledger, managerial reports and Internal Bank Model.

Data Analytics, AI & Financial Modeling

  • Serve as the Treasury team’s expert in advanced Excel modeling—complex, well-controlled, auditable workbooks that others can rely on.
  • Use AI-enabled tools and techniques to model, clean, aggregate, and analyze large financial data sets efficiently, with appropriate controls and validation. (Effective use of AI in modeling and large-data-set work is a requirement of the role.)
  • Serve as the institutional subject-matter expert in Debtbook, maintaining it as the system of record for debt data and leveraging its analytics and reporting capabilities.
  • Integrate Treasury models and data with University systems (e.g., Workday, e-Builder) in partnership with Financial Advisors and internal teams.

Data Storytelling & Executive Communication

  • Prepare quarterly and other periodic financial analyses and reports to provide accurate and timely financial information to Leadership.
  • Distill large volumes of complex financial data into compelling, story-driven PowerPoint presentations that facilitate informed decision-making by executive leadership, the Board of Visitors, and its committees.
  • Design executive-quality visualizations and dashboards that make sophisticated debt and Internal Bank concepts accessible to non-technical audiences.
  • Prepare materials for rating-agency meetings, surveillance updates, and internal governance forums.

Stakeholder Engagement & Relationship Management

  • Engage credibly and professionally with Deans of Schools and senior leadership on internal financing options, rates, and strategy—translating technical modeling into practical, decision-ready guidance.
  • Provide advice and consultation to Schools and Units on internal loans and related debt matters.
  • Work side-by-side, spreadsheet-to-spreadsheet, with finance staff across Schools, Departments, and Units—including UVA Health—to gather inputs, resolve questions, and reconcile models.
  • Maintain strong working relationships with Financial Advisors, underwriters, bond counsel, trustees, paying agents, and rating agencies.
  • Partner with internal UVA stakeholders across Finance, Budget

Accounting, FP&A, Treasury, and Capital Planning.

  • Regulatory Reporting, Disclosure & Compliance
  • Support continuing disclosure obligations through the MSRB’s Electronic Municipal Market Access (EMMA) system, including annual reports and event filings.

  • Hands-on experience with Debtbook or a comparable debt platform or treasury workstation.
  • Familiarity with BondLink or another cloud-based investor-relations and disclosure platform.

  • Experience modeling internal-bank / internal-lending programs in higher education or an academic medical center.
  • Familiarity with DBC Finance
  • Knowledge of the Commonwealth of Virginia’s statutory and regulatory framework (Virginia Code; DOA, DPB, DRM, and Treasury).
  • Professional designations such as CTP, CFA, CPA, or equivalent.

Key Competencies:

Organization

In 1819, the University of Virginia established a new model for intellectual exchange and cross-disciplinary collaboration in higher education. Two hundred years later, as a major research institution, we continue to challenge conventions, lead with ingenuity and advance knowledge for the common good.

What began as an innovative idea has become one of the nation’s leading public research universities, with over 21,000 undergraduate, graduate and professional students. UVA also has over 3,000 full-time faculty offering more than 400 degrees.

Each of the University’s eleven schools has its own distinctive mission, working together to garner consistently high rankings—including #2 Best Value Public College (Princeton Review, 2016), #3 Public University in the Nation (U.S. News & World Report, 2016), and #3 Best Value Among Public Colleges (Kiplinger’s, 2016).

As we invest in and strengthen our research capabilities, UVA seeks new faculty ready to uncover new insights, rewrite old rules and collaborate on intellectual discoveries.

RESEARCH COLLABORATIONS THAT CROSS DISCIPLINES

As an R1 institution, the University’s research centers, consortia and laboratories are on the leading edge of discovery and technology, offering collaborative spaces for students and faculty to solve global problems.

Our professors are recognized members of major national scholarly and professional organizations, including the National Academy of Sciences and the American Academy of Arts and Sciences. Our faculty’s engagement in interdisciplinary research is being facilitated by new research institutes specializing in everything from big data to brain functioning, and by cluster hires across schools.

NATIONALLY RANKED HEALTH SYSTEM

UVA is also home to a nationally renowned academic medical center and the UVA Health System, which serves a three-part mission to treat patients, conduct translational research and train medical practitioners in a wide variety of disciplines.

Established as the nation’s 10th medical school in 1825, the institution has since grown to include a 612-bed hospital and a Level I trauma center, nationally recognized cancer and heart centers, a Children’s Hospital, and primary and specialty clinics throughout Central Virginia.

The UVA Medical Center is consistently ranked among the nation’s best hospitals by the U.S. News & World Report magazine and has been named among the top 25 percent in seven specialties.

INSPIRING STUDENTS, INSPIRED TEACHING

The vast majority of UVA students come from the top 10% of their high school class, as well as from all 50 states, over 142 countries and a variety of socioeconomic backgrounds. Despite their diversity, all UVA students share a love of learning and a drive to achieve.

One of the reasons students choose Virginia is our unique residential culture. At UVA, the community of students, faculty and staff personifies the Jeffersonian idea that living and learning are connected. The Academical Village was constructed to support a unique residential experience, with faculty living in the Pavilions, students occupying Lawn rooms and the world-famous Rotunda at its heart. The University’s residential culture continues to support this experience today—strengthened by students, faculty and staff rich in backgrounds, ideas and perspectives. Our unique culture is also paying dividends in innovation:  UVA’s faculty have generated more than 130 patents since 2010.

Perhaps most importantly, faculty come to UVA knowing that instruction is as important as research, and they pride themselves on their many teaching awards.  Our best professors look for ways to encourage, mentor and develop tomorrow’s leaders inside and outside the classroom.

LIFE IN CHARLOTTESVILLE

Living in Charlottesville you’ll find sophisticated restaurants, world-renowned wineries and breweries, cosmopolitan arts and music, friendly urban and suburban neighborhoods and a Piedmont landscape that has lured adventurous souls for centuries.  No wonder the U.S. National Bureau of Economic Research named Charlottesville the “happiest city in America” in 2014.

In addition to UVA and its health system, several major employers have facilities in Charlottesville, including State Farm, Northrop Grumman, the U.S. Department of Defense, GE and others.  Charlottesville is also becoming a center for innovative start-up businesses.  The University also actively helps spouses and partners of faculty members build their networks and pursue employment opportunities with a wide variety of area employers.

The University of Virginia is an Equal Opportunity Employer. All interested persons are encouraged to apply including veterans and individuals with disabilities.
