POSITION SUMMARY
The Payroll Services Specialist is responsible for processing all payrolls and the accurate and timely reporting to state and federal taxing authorities. Working across three campuses and numerous departments the Payroll Services Specialist compiles data and source documents for the accurate and timely delivery of the payroll.
This position functions within a dynamic and challenging team-oriented work environment and the successful candidate will have the demonstrated ability to multi-task and work effectively with others while promoting a positive organizational culture by embodying the institutional values of community, diversity, innovation, integrity, student-centeredness and trust.
This position is governed by state and federal laws and agency/institution policy.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Compiles reports related to pay and benefits accounts, and submits them to appropriate departments.
- Prepares weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, W2 processing etc.)
- Maintains current knowledge of applicable state and federal wage and hour laws.
- Supports the accounts payable process by processing benefit invoices and payments.
- Reviews time sheets, wage computation, and other information to detect and reconcile payroll discrepancies.
- Enters new employee data into the Banner system.
- Verifies approval of attendance, hours worked, and pay adjustments.
- Computes wages and deductions, and enters data into the payroll system.
- Records employee payroll transactions in order to maintain accurate payroll records.
- Processes and issues employee paychecks and statements of earnings and deductions.
- Processes leave requests and compensatory time requests.
- Processes wage garnishments
- Collects and reconciles timesheet information each pay period.
- Issues and records adjustments to pay related to previous errors or retroactive increases.
- Provides information to employees and managers on payroll matters, tax issues, and benefit plans.
- Keeps informed about changes in tax and deduction laws that apply to the payroll process.
- Other duties as assigned.
MINUMUM QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
Bachelor’s Degree plus two years’ experience managing payroll processes is required.
HUMAN RESOURCES
Knowledge of principles and procedures for talent recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
BUSINESS ADMINISTRATION
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
ACCOUNTING/ECONOMICS
Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.
RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT
Shares responsibility for the maintenance and upkeep of assigned facilities and monitoring of equipment

COMMUNICATION SKILLS
Ability to interact effectively with students, faculty and staff. Ability to write reports, correspondence, and policy/procedure manuals so others will understand; Ability to effectively present information and respond to questions from groups of students, faculty, administration or the general public. The ability to speak clearly so others can understand your instruction.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.
CRITICAL THINKING SKILLS
Ability to solve practical problems and to deal with a variety of known variables in situations where only limited standardization exists.
SUPERVISION RECEIVED
Under general direction of the Controller, working from policies and general directives. Rarely refers specific cases to supervisor unless clarification or interpretation of the organization's policy is required. PLANNING Considerable responsibility with regard to general assignments as well as the planning of time, method, manner, and/or sequence of performance of own work.

Performs work operations which permit frequent opportunity for decision-making of significant importance and also frequent opportunity for decision-making of major importance, either of which would affect the work operations of small organizational component as well as the organization as a whole.

Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Regular use office equipment (desktop/laptop computer and Microsoft Office Suite).
CONTACT WITH OTHERS
Regular contacts with students, parents, and community leaders. Involves both furnishing and obtaining information and, also, attempting to influence the decisions of those persons contacted. Regular contact with other university employees at all levels within the organization.
