The USG is currently offering an exceptional opportunity to join our team as a Director of Human Resources Programs and Services. This role reports to the Associate Vice Chancellor (AVC) for Human Resources and work with Chief Human Resources Officers and other system partners to provide system-wide project management, policy implementation, and support strategic initiatives and vendor management. The program director will also be responsible for implementing and leading the system's Human Capital Management (HCM) advisory committees responsible for completing research and providing strategic advice to ensure the HR strategy and technology platforms maintain alignment with USG's strategic objectives, goals and competitive practices as well as compliance with USG policies and state and federal regulations.

The successful candidate will possess comprehensive knowledge, skills and abilities in data analytics (including dashboard management and administration) HRIS/HCM system design and administration (as a functional SME), complemented by demonstrated experience in project management, vendor relationships, and process documentation. They should excel at data-driven decision making, leading cross-functional discussions, and conducting in-depth research and analysis. Other essential attributes include strong interpersonal and relationship building acumen, clear written and verbal communication skills, strong organizational abilities with attention to detail, a mindset focused on efficiency and continuous improvement, and proven capability to manage multiple high-priority projects simultaneously.

Responsibilities
  • Serves as subject matter expert in the planning, development, implementation, monitoring and assessment of new and revised human resources systems, policies, procedures, and services for the USO and USG institutions.

  • Serves as a strategic liaison between Human Resources and cross-functional partners (such as ITS, SSC, Research Policy and Analysis, etc), effectively translating complex HR business requirements into business processes, technical specifications and solutions.

  • Drafts comprehensive reports, decision documents, presentations and proposals in support of recommendations for process improvement, enhancement suggestions, compliance associated with regulatory changes, etc.

  • Manages all components and aspects of various projects including identifying and clarifying issues and priorities; communicating and coordinating requirements; evaluating optional courses of action; leading the execution of identified solutions and evaluating milestones and accomplishments.

  • Develops and delivers training and presentations on related topics to a broad range of constituencies.

  • Monitors, evaluates, and optimizes HR workforce dashboards, systems, policies, and procedures to drive operational excellence and align with organizational business needs, strategic priorities as well as industry best practices and emerging workforce trends.

  • Works with the AVC to support vendor management including regular business reviews, monitoring adherence to contract standards and performance metrics, ensuring compliance with USG procurement standards, etc.

  • Collaborates with stakeholders and conducts needs analysis

  • Represents the interest of the system human resources office on projects, committees, or meetings as designated by the AVC or Vice Chancellor of Human Resources.

  • This position does not currently supervise staff, but could in the future.


Required Qualifications

EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor's Degree in Human Resources, Business Administration or related field or equivalent combination of experience and education
  • Six years of progressively responsible experience in Human Resources or performing comparable work, at least three years must be specific to Human Resources and included project management, large scale technology deployments as well as policy administration, development, and interpretation.
  • Familiarity and experience with a broad range of HR related technology solutions.

PREFERRED EDUCATION AND EXPERIENCE:

  • Master's in Human Resources, Business Administration or related field.
  • Certified in project management or process improvement.
Knowledge, Skills, & Abilities
  • Knowledge in HR project design and delivery
  • Skill in data acquisition, analysis, and data management.
  • Skill in policy administration, development and interpretation
  • Skill in written communication to executives and subject matter experts.
  • Intermediate to advanced level computer/technology skills in various software such as Excel, including creating formulas, charts, and reports.
  • Skill in decision-making and problem solving.
  • Ability to manage projects including developing a project plan, articulating outcomes and deliverables, timelines, resource planning.
  • Ability to quickly synthesize large amounts of detailed information into charts, graphs, and key points.
  • Ability to respond diplomatically to critical issues.
  • Ability to work effectively in a dynamic environment, often under pressure or tight deadlines.
  • Ability to work effectively with others, as well as independently and to prioritize multiple projects and adjust work accordingly.
