Job Summary:

Oversees the procurement function as the Associate Vice President & Chief Procurement Officer for all agencies governed by the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges. Ensures timely, cost-effective acquisition of goods and services in compliance with established standards and procedures. Coordinates and integrates purchasing processes across all agencies through the OK Corral (SciQuest e-procurement system) to ensure consistency and efficiency.
Provides leadership and administrative direction for the Purchasing Department, including supervising, mentoring, and managing departmental staff. Builds and maintains strong internal and external relationships, including educating and training staff and faculty across institutions under the Board of Regents. Acts as a procurement advisor to the Board and manages relationships with suppliers. Promotes a culture of high ethical standards and integrity within the organization.
Develops and implements procurement procedures, staying informed on advancements in procurement technology to enhance operational efficiency. Creates training programs and actively participates in professional development and networking opportunities to maintain best practices in the procurement field.

Education & Experience

Position Qualifications:

Required Qualifications:

Bachelor's degree in Business or related field.

Four years of experience successfully supervising professional staff.

Seven years of experience procuring goods and services.

Exceptional interpersonal skills, with the ability to build and maintain strong relationships while effectively serving as a trusted resource.

Unwavering honesty, integrity, and commitment to the highest ethical standards.

Proven ability to train, mentor, and coach staff in procurement practices and customer service excellence.

Demonstrated expertise in management, supervision, and team-building strategies.

Superior verbal communication skills, including active listening to understand and interpret others effectively, and the ability to articulate clear goals, strategies, and directions.

Strong leadership abilities complemented by attention to detail, organizational expertise, and effective time management.

Capability to establish and sustain positive working relationships with colleagues, supervisors, organizational personnel, and the public.

Self-motivated and adaptable, with the ability to work independently under pressure, manage multiple tasks simultaneously, and respond effectively to shifting priorities.

Commitment to professional growth through participation in training and a willingness to adopt and apply new technologies.

Preferred Qualifications:

Master's degree in Business or related field.

Purchasing experience in a governmental environment.

CPO (Certified Procurement Officer), CPM (Certified Purchasing Manager), CPSM (Certified Professional in Supply Management), National Institute of Governmental Purchasing (NIGP) or Institute of Supply Management (ISM).

Experience with SciQuest/Jaggaer, and/or Banner (ERP).
