Position Summary:

This is a highly responsible professional position providing financially-focused project management (PM) for the UGA Research Institute (UGARI) and its Global Security, Sustainable Engineering, Energy and Environment project portfolios. This position will be responsible for supervision of one or more additional UGARI PM’s working on a variety of DoD, DOE, and similar research portfolios. The position also will be responsible for providing project management from project development and capture through execution for large, externally funded research programs and work closely with, and on complex projects to coordinate the activities of, the Office for Proposal Enhancement (OPE), Research Security, and Sponsored Projects Administration (SPA). The expertise needed for successful project management will include an emphasis on financial concerns of the projects within the department. UGARI project management efforts will be performed under the guidance of this UGARI Lead PM with general oversight of UGARI efforts by the UGARI Director.

Knowledge, Skills, Abilities and/or Competencies:

  • Experience with supervision of employees for developing scope and distribution of work assignments, job coaching, and performance assessment
  • Project management and/or Program Coordination experience in an academic environment.
  • Financial acumen, including budget setting, account reconciliation, and financial transaction skills.
  • Agency Grant or Contract Project Management and/or Program Coordination experience. Department of Defense, Department of Homeland Security, or similar government agency projects is highly desirable.
  • Hold or plan to receive Project Management Professional (PMP) certification.
  • Extensive knowledge of the methods, procedures, and techniques used in grant preparation, grant budget creation, project coordination, and grant implementation at an academic institution.
  • Ability to establish and maintain effective professional working relationships with university personnel, state and federal agencies, and private organizations.
  • Ability to lead as well as work as a team member with all project partners and staff.
  • Excellent verbal and written communication and presentation skills.
  • Exceptional organization skills with an ability to multitask.
  • Strong customer service orientation and commitment.
  • Exhibit a very high level of initiative.
  • Ability to work independently and with multiple partners and stakeholders in a deadline-oriented environment.
  • Experience assigning tasks and monitoring progress to meet project needs and deadlines.
  • Ability to supervise and mentor staff.
  • Ability to participate in the evaluation and analyses of existing approaches and procedures and to assist in devising new approaches.
  • Experience with project management software tools.
  • Advanced word processing and basic data management skills.

Duties/Responsibilities:

Conduct active fiscal and technical project management duties for a portion of the UGA Research Institute (UGARI) portfolio, and coordination for the initiatives and projects of the UGARI, including the following:

1. Support for projects done in coordination other units from proposal and budget development through execution.2. PM support for the portfolio of projects UGARI undertakes under the leadership of the Director, Associate Directors, or their delegates.3. PM and project coordination support of units, centers, and institutes for targeted awards (e.g. Institute for resilient Infrastructure systems in Navy IGSA tasks), with emphasis on financial inputs.4. Coordination to expedite and integrate the actions of OPE, Research Security/Compliance, and SPA to meet faculty needs and sponsor requirements.Serve as Point-of-Contact (POC) for sponsoring agencies, including reporting, and relationship cultivation and maintenance.

Annual evaluation of job performance of Program Managers reporting to this position.

1. Ensure the financial operations of the department are performed as needed and with independent judgment.
2. Organize and provide oversight and training to direct reports to ensure funding transfers for project portfolios and UGARI operations are conducted as needed.
3. Following terms of internal and external MOUs, initiate financial transactions for department’s operational needs and project portfolio implementation.
4. Keep UGARI Director apprised of any financial issues or concerns.
5. Design and enact solutions to financial issues as they arise.
