Unit Mission Statement:The Office of Finance and Administration is responsible for the development and administration of the university budget and provides analysis and recommendations to the Associate Vice President for Budget & Financial Planning. In addition, the office coordinates development of operating budget initiatives submitted to the Commonwealth of Virginia and the integration of all budget development activities into the overall planning activities of the university.
Position Summary:The Budget Analyst monitors university’s revenues and expenditures related to various university budgets including, but not limited to, educational and general (E&G), auxiliary enterprises, and Board of Visitor’s private funds.
Reporting to the Budget Director, the Budget Analyst assists in the development of the operating budget initiatives.
Responsibilities include, but are not limited to:
- Calculate figures for personal services from contract, operational/classified, health insurance and cash match rosters for initial budget load and salary increases and enter retirement and GLIC rates for review by Budget Director. Process Budget entries and prepare some budget entries for Director approval.
- Prepare/Update financial aid budget reports monthly. Prepare and /or print year-end reconciliations & reports. Perform reconciliations with departments for inconsistencies with budget loads and salary increases, and update records accordingly. Compare year-to-date expenditures with budgeted amounts and flag any indexes needed for review. Reconcile base spreadsheets with the enterprise resource planning (ERP) system.
- Prepare maintenance and operations (M&O) budget uploads and submit for processing. Update and maintain roster and base budget spreadsheets. Input calculations for the recovery spreadsheets and prepare planned recovery uploads for processing.
- Print monthly Virginia Department of Planning and Budget (DPB) operating plans and Cardinal reports, Cardinal statement of Appropriation, Allotments and Expenditure report to reconcile appropriations and allotments.
- Print Cardinal reports for appropriation and allotments – and prepare JV entries and update reports as needed. Reconcile operating, appropriation & allotment, Cardinal statement of appropriations, allotments and expenditure reports to the WM ERP system for Budget Office records.
During select and limited deadline-oriented periods, this position is subject to additional hours beyond the typical work week in order to meet the business needs.

Required Qualifications:- Bachelor’s degree in finance, business, or closely related field or the equivalent combination of education, experience, and training.
- Experience maintaining a large organization centralized budget monitoring revenues and expenditures.
- Demonstrated experience using an automated finance /accounting system.
- Knowledge of financial and accounting principles and practices, analysis and reporting of financial data.
- Working knowledge of budget operations with the ability to assist in budget management functions and prepare evaluations of budget requests.
- Analytical and problem-solving skills with the ability to review operating budgets to analyze trends affecting budget needs and analyze monthly department budgeting and accounting reports to maintain expenditure controls.
- Proficiency with a variety of software applications systems, particularly automated accounting & finance systems and MS Office, with advanced skills in Excel.
- Interpersonal, oral and written communication skills with the ability to work effectively within a team and collaboratively with departmental managers. Ability to provide guidance, while exercising sound judgment using tact and diplomacy in all interactions.
- Organization skills with the ability to manage multiple priorities concurrently within tight deadlines.
- Working knowledge of Commonwealth of VA higher education financial policies and procedures.
- Knowledge of Workday, Banner, or other enterprise resource planning (ERP) systems.
- Working knowledge of financial reporting tools.
- Experience in higher education or state budget position.
- Experience with Workday, Banner, or other enterprise resource planning (ERP) systems.
- Experience with the use of reporting tools.
- Knowledge of personnel budgeting concepts.
