Also offered are free group exercise classes multiple times per week, a discounted membership to the campus recreation center, free vaccine and booster shots offered on campus, pretax flexible spending accounts, 12 paid holidays and 24 hours of paid community service leave each year. Leave earning employees (staff and 12-month faculty) who work at least half of the working days of their first month of employment will begin accruing vacation and sick leave immediately. Paid parental leave after 12 months of continuous service.WCU offers an abundance of training and development programs, certifications, workshops and conferences – many of which are offered free of charge.

Position Summary: The primary location of this position is the Cullowhee, NC campus. This position is exempt from the State of North Carolina Human Resources Act (EHRA). A review of applications will begin immediately and will continue until a candidate has been selected for hire.

The primary responsibilities of this position are: Budget management for all state and non-state accounts within the Chancellor's Office to include state appropriated funds, discretionary funds, and institutional trust funds; Responsible for reconciliation and reporting which includes standard reports as well as ad hoc reporting with short timelines; Communicates allocated discretionary funds and their ethical and appropriate usage to higher level executives including Vice Chancellors and Deans; Responsible for reviewing actual expenditures for compliance with stated and intended ethical practices, reviewing and analyzing current business practices and procedures to ensure compliance with state budget guidelines and WCU spending guidelines; Responsible for making recommendations for new policies or procedures to enhance efficient, effective, and compliant budget/financial management within the Chancellor's Office; Responsible for communicating with other accountable officers within the Chancellor's Division during Budget Roll-up to ensure funds are available for current encumbrances and operating for the remainder of the fiscal year; preparation of all budget-related forms; approval of all travel arrangements for the Chancellor's Office to include travel for the Board of Trustees; responsible for managing all technical and physical assets inventories of the Chancellor's Office including technology and furnishings. Responsible for oversight of student workers within the Chancellor's Office including employment and evaluation processes. Responsible for oversight of the Chancellor's Guest House and any other leased property managed by the Chancellor's Office to include regular cleaning and maintenance schedules.

Knowledge, Skills, and Abilities Required for this Position:
  • Ability to work independently with regards to the different budgets in the Chancellor's Office and their appropriate usages
  • Ability to create reports as needed by the Chancellor or Chancellor's Chief of Staff, and the Board of Trustees
  • Skill with compiling information into standard formats as well as ad hoc formats
  • Ability to work under stress and with short timelines
  • Knowledge of accounting procedures
  • Knowledge of Microsoft Office suite
  • Knowledge, skill, and ability to utilize internal systems, especially the Banner System, to maximize reporting financial information
  • Excellent telephone skills
  • Excellent verbal and interpersonal skills
  • Ability to follow verbal and written directions
  • Ability to work on multiple tasks
  • Ability to promote good relationships internally at all levels of the University and with the general public


Knowledge, Skills, and Abilities Required for this position:

Minimum Qualifications: Interested candidates must be legally authorized to work in the United States without the need for employment sponsorship or any other immigration-related assistance. Bachelor’s degree in business administration, public administration, or related business area and and at least two years of demonstrated experience in financial management, budgeting, and accounting.
