Job Summary
The Senior Manager, Educational Policy will ensure that goals are achieved by applying business strategies and developing organizational objectives designed to enhance the implementation of educational policies throughout the college. This role requires a deep understanding of relevant educational laws and policies in the State of Texas, along with the ability to independently analyze problems, seek strategic solutions, and organize and influence individuals to fulfill the vision, mission, and goals of Dallas College.
Required Knowledge, Skills, and Abilities
- Understanding of the purpose of community colleges and the vision of Dallas College.
- Proficiency in leading large, complex projects with multiple components, including interpreting state-level legislative reforms and implementing large-scale initiatives.
- Ability to use quantitative and qualitative data to drive systemic and strategic changes that improve student and faculty experiences within academic programs.
- Capability to respond appropriately to issues within a dynamic, rapidly changing educational and economic environment.
- Demonstrated ability to establish collaborative relationships with leaders and colleagues across various departments at Dallas College.
- Experience in leading teams to develop and implement complex initiatives within a fast-paced environment that requires multitasking.
- Self-directed with the ability to design and manage one’s workflow.
- Excellent leadership skills and time management abilities.
- A highly collaborative nature with experience in a comprehensive and complex college or university setting, with a proven track record of enhancing academic quality, instructional excellence, and student success.
- Strong organizational and problem-solving skills.
Physical Requirements

Minimum Requirements
- Bachelor’s degree required. Master’s degree preferred. Official transcripts are required.
- Minimum three (3) years of experience working in higher education (community colleges preferred).
- Prefer experience working with and leading staff and faculty populations on matters related to interpreting and implementing educational policy.
- Prefer experience with leading large, cross-functional teams or supervising staff, student employees, and/or interns.
- Advanced Microsoft Office skills (Outlook, Teams, Word, PowerPoint, and Excel) and other software applications related to job functions.
- A current and valid Texas driver’s license is required for offsite travel.
- Bilingual or multilingual preferred.

Key Responsibilities
- Reports to the Associate Vice Provost for Articulation, Transfer, and Educational Policy.
- Supporting the Associate Vice Provost, the Senior Manager will inform internal stakeholders at Dallas College about relevant educational policies enacted through legislation and other means in the State of Texas, ensuring that the college meets or exceeds the requirements set by various state and federal laws governing academic programs, including compliance with Department of Education regulations.
- Serves as the secondary point of contact for all matters related to educational policy.
- Engages with various stakeholders to coordinate events and activities that promote understanding and action on education policy issues relevant to the college.
- Participates in college task forces, committees, and councils as required.
- Promote professional growth and understanding of the policies related to higher education and community colleges specifically.
- Maintain a thorough understanding of the rules and regulations of the Texas Education Code, Texas Administrative Code, THECB, and SACSCOC as they pertain to higher education and community colleges.
- Identify and research key policy issues, making recommendations for optimal structures, procedures, processes, and practices to create sustainable educational policies.
- Collaborate with program faculty and staff as an advocate for educational opportunities, such as funding, for critical programs.
- Establish, implement, and enforce Dallas College's educational policies, procedures, and guidelines to ensure compliance with legal requirements.
- Work closely with legal counsel on institutional policies, guidelines, and procedures that affect educational policy.
- Engage with Vice Provosts, Deans, Academic Affairs, and Department Chairs to ensure faculty are well-informed about current educational policies.
- Evaluate the impact of education policies on students and faculty, as well as the effectiveness of educational programs.
- Conducts research, collect and analyze data, including information from student and faculty surveys, to support decision-making.
- Attend meetings, webinars, and conferences with academic program faculty and staff to gain a comprehensive understanding of specific program offerings and the business processes involved in managing academic compliance.
- Other duties may be assigned on a regular or occasional basis to respond to the needs of the institution.
- Completes required Dallas College Professional Development training hours per academic year.
