Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.:

  • Knowledge of payment systems, basic knowledge of database tools, knowledge of accounting and auditing principles, intermediate math, organizational and planning skills, knowledge of various desktop software applications, knowledge of state/federal laws governing ecommerce. Advance knowledge of merchant services related systems, applications, and regulations/statutes such as PCI DSS.
  • Advance analytical skills for research, analysis, and resolving transactional account discrepancies. Advance knowledge of payment application design and deployment using a variety of toolsets. Advance knowledge of statistical analysis and metrics. Advance knowledge of ecommerce related standards and regulations.
  • Advance project/process management for payment applications design and development. Complex risk assessment evaluation. Advance knowledge of gathering payment application specifications and requirements.
  • Advance technology skills for various software applications used for ecommerce and related systems. Includes knowledge of complex networking and security protocols/requirements.
  • Observe discretion with sensitive, confidential, privileged, or other information obtained in the course of job functions.
  • Advance skill in effectively communicating with customers/staff, comprehension of policies, procedures, laws and regulations.
  • Advance skill in effectively directing the work of others on projects and interacting courteously with customers/staff.
  • Advance skill in problem solving to identify and correct discrepancies/errors involving payment applications and accounting. Advance skills in troubleshoot ecommerce related applications including vendor resolution and cycle testing.

Preferred Qualifications:

  • Bachelor’s degree in Computer Science, Information Security, or related fields.
  • Experience working with higher education institutions. The ideal candidate will have experience with ERP systems such as PeopleSoft, Banner, or Colleague and experience with ecommerce systems such as TouchNet, Nelnet or CASHNet.
  • PCI or related certifications: PCI-PCIP, PCI-ISA.
  • Understanding of performance measurements, collection and analysis.
  • Experience troubleshooting technical issues with vendors and software packages
  • 5+ years’ experience on various technical projects and implementations.

Job Description:

Offer senior-level professional technical support to a specific department or division.
The Treasurer’s Office is looking for a talented individual to provide exciting ecommerce solutions, merchant services and payment card compliance support to an ever expanding University community. Texas State has over 200 online payment sites that serve a variety of campus missions including: event reservations, donations, product sales, fee collection and continuing education. This well-established position will be responsible for continued maintenance and enhancement of existing sites as well as implementation of new sites. Likewise, this position will be responsible for assuring compliance with payment card industry (PCI) standards and providing merchant related support. Position will work closely with Student Business Services on a frequent basis.

Job Duties:

  • The position is responsible for campus electronic commerce initiatives and related merchant technologies, pursuing professional development to impart knowledge of changes, trends and opportunities in the ecommerce and merchant industry, and evaluating all campus merchants in relation to payment card industry data stands (PCI-DSS).
  • Responsible for developing and implementing new ecommerce initiatives and related merchant technologies across campus. The position will also prototype new marketplace sites. New site creation entails gathering requirements from departments concerning their ecommerce needs and analyzing the best possible solution using existing merchant and vendor tools.
  • Responsible for continued enhancement and maintenance of existing ecommerce sites and interfaces. Provide assistance to managers of other 3rd party ecommerce related systems. Maintain system security in regards to user access. Assess and coordinate new functionality related to emerging ecommerce solutions. Ensure payment systems are regularly scanned, tested and remediated, as required by the PCI DSS. Chargeback administration as needed.
  • Conduct evaluations and audits of all campus merchants on an annual and ongoing basis in relation to payment card industry data security standards (PCI-DSS) including: aggregation and review of merchant attestations, on-site merchant assessment audit and compliance assurance. Create documentation and perform targeted risk analysis for all payment systems.
  • Provide merchant processor services and related support including: fee analysis, merchant setup, general ledger integration, and categorization, ad-hoc reporting and statistics as well as product ordering, replacement and tracking. Participate in RFP requirements, vendor evaluations, and project implementation or all systems utilizing, or potentially utilizing payment services. Annually, review all SBS and Treasury compliance requirements for the University Compliance Committee. Work with associated areas to bring down risk, and potentially eliminate gaps in compliance. Gather quarterly FTC Red Flag Rules reports from areas on Campus and create reporting for the President’s Office. Compile and provide NACUBO statistics, Google metrics and Ad hoc fee analysis.
  • Prepare materials and create documentation for users. Conduct training of TouchNet marketplace, ecommerce related systems and PCI standards. Test systems and enhancements to verify user requirements and system functionality.
  • Attend project, staff, and ecommerce priority meetings and assist in project status reporting, project prioritization and project feedback. The position is required to pursue professional development to impart knowledge of changes, trends and opportunities in the ecommerce and merchant industry.
