Job Description:
The Financial Analyst IV serves as the expert in financial management and regulatory compliance for Graduate Medical Education (GME) within the College of Medicine. This role oversees complex budgeting, reporting, and financial analysis processes, ensuring alignment with institutional, state, and federal regulations, including CMS, Medicaid, and VA requirements. The incumbent is responsible for managing multi-source funding allocations, developing long-term financial strategies, and providing high-level guidance on compliance and operational efficiency. As the subject matter expert, the Financial Analyst IV collaborates with internal stakeholders and external partners such as Shands and the VA to mitigate risks, implement process improvements, and safeguard the financial integrity of the institution.
About This Role:
Strategic Financial Oversight and Budget Management
- Lead the development, oversight, and reconciliation of multi-source GME budgets, including stipends, payroll distributions, and funding allocations for Shands, VA, and other stakeholders.
- Develop financial models to project funding needs and long-term cash flow, ensuring alignment with institutional and regulatory guidelines.
- Analyze financial trends and provide actionable recommendations to the Director of GME and leadership for strategic decision-making.
Regulatory Compliance and Reporting
- Serve as the subject matter expert for CMS, Medicaid, and VA compliance, ensuring all financial processes adhere to regulatory standards.
- Oversee the preparation and submission of complex financial reports, including IRIS for Medicaid, SIP, and VA invoicing and reconciliation.
- Conduct periodic audits and reviews of financial data and reporting workflows to identify risks and ensure accuracy and compliance.
Stakeholder Collaboration and Relationship Building
- Collaborate with Shands, VA, and COM Jacksonville finance teams to ensure seamless communication and alignment on funding agreements, reporting, and reconciliation
- processes.
- Act as the primary liaison for external auditors and regulatory bodies, representing GME in reviews and compliance discussions.
- Build partnerships with program coordinators and department administrators to align financial practices with institutional goals.
Process Improvement and Policy Development
- Design and implement process improvements to streamline financial workflows, reduce risks, and enhance operational efficiency.
- Develop, interpret, and recommend policies and procedures related to budgeting, reporting, and compliance for GME programs.
- Provide expert-level guidance and training to program coordinators and administrative staff on financial practices and reporting requirements.
VA Invoicing and Reconciliation
- Oversee the preparation and submission of VA invoicing and quarterly reconciliation processes, ensuring accuracy and compliance with contractual obligations.
- Analyze rotation schedules and funding allocations in New Innovations to validate invoicing accuracy and resolve discrepancies.
- Monitor and manage VA-related data workflows, ensuring proper allocation and reporting of funds.

Expected Salary:
$75,000 - $90,000 annually; commensurate with education and experience
Minimum Requirements:
Bachelor's degree in an appropriate area of specialization and six years of appropriate experience.
Preferred Qualifications:
The ideal candidate will possess:
- Bachelor's degree in business administration, healthcare administration, accounting, finance, or a related field; or equivalent experience.
- At least 6-8 years of experience in financial management, reporting, or analysis, preferably in a healthcare or academic setting.
- Experience or familiarity with graduate medical education (GME) financing mechanisms in the United States, including Medicare GME reimbursement, direct and indirect medical education (DME/IME) payments, and funding sources for residency and fellowship programs.
- Advanced proficiency in Microsoft Excel and financial reporting systems.
- Strong analytical skills with a proven ability to handle complex financial data with precision.
- Knowledge of compliance standards for CMS, Medicaid, VA, and related regulations.
- Excellent interpersonal and communication skills for collaborating with diverse stakeholders.
- Demonstrated ability to implement process improvements and strategic financial planning.
