About the Department:The University Budget Office is responsible for the strategic planning and institutional budget management for multiple funding sources including State Appropriations ($654M), Tuition and Fees ($387M), Facilities and Administrative (F&A) Revenue ($70M) and budget oversight and review of the $1B capital budget and Institutional Trust Funds. Our office provides financial information and analyses to university administrators, and assists university colleges and departments in the establishment, maintenance, and control of budgets.
Essential Job Duties:The Capital Budget Analyst, plays an important role in managing and ensuring the integrity of capital improvement budgets. In this role you will work in close collaboration with state offices, university leadership, and other campus units to support financial reporting, compliance, and budget analysis.
Key Responsibilities:
- Financial Oversight & Reporting: Ensure accurate financial data and compliance for each capital improvement budget and project, meeting all reporting requirements in line with the State Budget Act and Manual.
- Budget Revisions & Approvals: Analyze and approve budget revisions, working closely with the Office of State Budget and Management, and manage cash requisitions for capital improvement projects.
- Contract & Funding Review: Review contracts, verify funding before commitments, process invoices, and reconcile monthly capital accounts.
- Executive Support & Analysis: Assist with preparing reports, briefings, and recommendations for executive management, and conduct ad-hoc budget analyses for various stakeholders.
- Legislative Monitoring & Training: Monitor new legislation, interpret budget-related statutes, and provide budget training and technical assistance across campus units.

Bachelor’s Degree in Public Administration, Business Administration, Accounting, or related discipline; or equivalent combination of education, training, and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications:- Demonstrated analytical and critical-thinking skills, with the ability to independently identify, research, and solve complex issues for university leadership and departments, supporting data-driven decisions and process improvements.
- Proven project management and organizational skills, successfully leading projects from start to finish, meeting tight deadlines, and balancing multiple priorities.
- Advanced proficiency in Excel and financial software, including the use of pivot tables, complex formulas, and database queries to generate accurate and actionable insights.
- Strong interpersonal and communication skills, with the ability to collaborate, influence, and problem-solve effectively across all organizational levels.
- Customer-focused approach that drives continuous improvement of business processes and enhances service satisfaction across departments.
- Knowledge of capital budget principles and policies including the State Budget Act, State Budget Manual and UNC System policies.
- Prior experience managing capital budgets in a university setting.
- Demonstrated experience managing customer relationships, improving customer satisfaction, and resolving difficult customer issues.
- Knowledge of PeopleSoft Financials, UNC-System InterscopePlus and state financial systems (IBIS, NCFS).
