Educational and Experience Requirement:

Master’s degree in criminal justice, public administration, behavioral sciences, juris prudence or legal studies, leadership, or related field. Doctorate desirable. Extensive law enforcement background with senior leadership experience. Proven administrative and financial management expertise. Experience with administration of law enforcement training programs in both public funded and enterprise business models. Must be extremely familiar with enterprise funded law enforcement training programs.

Nature & Purpose of Position:

Serves as the Project Director/Associate Director of the Bill Blackwood LEMIT (Law Enforcement Management Institute of Texas). Responsible for providing strategic leadership and vision to enhance the institute’s role in shaping the future of law enforcement management in Texas and beyond. Plans, administers, manages, and directs all public and enterprise funded training programs and related activities of LEMIT.

Primary Responsibilities:

Responsible for the development, evaluation, and effectiveness of the Law Enforcement Management Institute of Texas (LEMIT) along with direct supervision and management of personnel responsible for training operations. Provides a strong and visionary leadership to inspire and guide the institute’s training staff, associated faculty, and stakeholders. Fosters a culture of collaboration, innovation, and excellence within the organization. Leverages extensive law enforcement experience, ideally in various roles within the field, to bring valuable insights and credibility to the institute. Utilizes experience in administrative roles within educational institutions or law enforcement agencies to effectively manage publicly funded and enterprise budgets, strategic planning, and overall operations. Demonstrates proficiency in designing and delivering law enforcement training programs and courses to enhance the skills and knowledge of law enforcement professionals. Applies their deep understanding of contemporary law enforcement issues, trends, and best practices to shape the institute’s programs. Builds and maintain strong relationships with law enforcement agencies, government entities, community organizations, and associations to facilitate collaboration, support as well as establishing a working relationship for enhancing data exchange. Exhibits excellent communication skills, enabling you to convey complex concepts to diverse audiences and represent the institute effectively in various forums. Brings an innovative mindset to continually improve and adapt the institute’s programs and offerings in response to evolving needs and challenges. Oversees the development and administration of enterprise funded training offerings and deliveries. Upholds a commitment to ethical conduct and professionalism in the law enforcement field, serving as a role model for others. Demonstrates strong financial management skills, including budgeting and grant-writing abilities, to secure resources for the institute’s operations and growth. Management of general funds, grant funds, enterprise funds, and all other funds irrespective of source. Collaborates effectively with various stakeholders, including law enforcement agencies, government bodies, and other educational institutions, to advance the institute’s mission. Stays current with evolving law enforcement practices and technologies and encourage a culture of continuous learning within the institute. Assists the Executive Director in the development of a clear and inspiring vision for the future of LEMIT, outlining how to best serve the law enforcement community and address emerging challenges. Adapts to changes in the law enforcement landscape and educational sector, ensuring the institute remains relevant and responsive to evolving needs. Utilizes strong problem-solving abilities to address the unique challenges faced by law enforcement agencies and leaders and to develop innovative solutions. Performs other related duties as assigned.
