Position Summary::The Executive Director of Talent Acquisition will play a key role in managing Rowan-Cabarrus efforts to recruit a diverse and qualified workforce. In conjunction with the CHRO this position manages the entire recruitment process, from identifying top talent to ensuring smooth onboarding and offboarding of employees. Additionally, the role involves using data analysis to evaluate and enhance the college’s retention strategies.
Required Education/Experience::Bachelor’s degree in human resources or a related field and five (5) years of experience in Human Resources with two (2) years of experience in specific HR function; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Preferred Education/Experience/Skills::- Master’s degree in business administration, human resources management, public administration, organizational development, or industrial psychology.
- Certifications – Process improvement, agile or lean process management.
- Familiarity of applicable state and federal employment laws.
- Knowledge of process management/process improvement practices.
- Excellent communication and organizational skills, both verbal and written.
- Ability to work independently, within a team, and with individuals from diverse backgrounds.
- Computer proficiency and technical aptitude with the ability to utilize MS Office Suites. ERP experience with Banner or Colleague. Familiarity with using any ATS or NEO ED.
Human Resources
Work Hours::8:30am – 5:30pm M-F, may include some weekends for job fairs, etc.

Duty and Responsibility::Measures key recruitment metrics including source of hire and time to hire.
Supports the employment process, including processing applicants, analyzing applicant information, applicant screenings, recommendations to hiring manager on hires and working with managers with onboarding.
Develops recruitment plans by incorporating the needs of each division to determine human capital needs.
Develops effective strategies to attract qualified candidates.
Improves the applicant to employee experience by providing a seamless onboarding and off boarding process.
Creates year end reports identifying recruiting/selection chokepoints, provide recommendations to CHRO.
Supports the recruiting process by, analyzing applicant data, providing recommendations to the hiring manager on hires and working with managers to identify recruiting resources.
Ensures that managers at Rowan-Cabarrus Community College receive a minimum of six training sessions per year educating them on the hiring process, including federal and state employment laws relevant to recruiting.
Manage rewards and recognition processes for college, including Outstanding Employee, Service Awards, and Retirement Recognitions.
Duty and Responsibility::Evaluates the strengths and weaknesses of the college culture by conducting and analyzing employee onboarding, stay, and offboarding surveys, reporting findings to the CHRO.

The college's New and Expanding Industry Training office has earned national recognition for cooperative training efforts with area industries. Focused Industrial Training designs innovative educational programs for the service region's manufacturing sector.
An important function of the college is to provide educational programs on the pre-college level. Literacy Services offer adults the opportunity for meaningful social and occupational growth through Adult Basic Education (ABE), Human Resources Development (HRD), and the High School Equivalency Program (GED).
