Departmental Objective:

The mission of Christopher Newport University’s Office of Procurement Services is to enhance internal and external communications to facilitate the achievement of the agency mission and goals through developing an efficient management structure to increase organizational efficiency and improve performance across all areas. Procurements shall be carried out in an effective, economical, fair, and impartial manner in accordance with the laws and regulations of the Rules Governing Procurement of Goods, Services, Insurance and Construction by a Public Institution of Higher Education of the Commonwealth of Virginia; the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and their Vendors; the Construction & Professional Services Manual (CPSM); the Agency Procurement and Surplus Property Manual (APSPM); the Virginia Public Procurement Act (VPPA); VITA Buy IT Manual; and University policies and procedures.

Purpose of the Position:

Independently coordinate and develop solicitations and contracts in compliance with regulatory and statutory requirements for a variety of highly specialized and complex goods and services to include goods and non-professional services, professional services, technology goods and services, and construction. Communicates with University Vice-Presidents, and other high-level administrators, faculty, and staff members to determine technical specifications and appropriate contractual terms and conditions needed to procure services and provide legal protection to the University and the Commonwealth. Remains knowledgeable on current laws, policies and procedures; advises University staff as appropriate.

Knowledge, Skills, and Abilities Related to Position:

Knowledge of the principles and practices of procurement of goods, services and printing.

Knowledge of Commonwealth of Virginia procurement policies and procedures.

Ability to procure high dollar and high volume commodities including technical and/or research equipment and supplies.

Ability to interpret and apply policies and procedures.

Ability to communicate verbally and in writing.

Ability to follow supervisor instructions, high attention to detail and maintain harmonious working relationships.

Education, Experience, Licensure, Certification Required :

Education:

  • High school graduate or equivalent education/experience that equates to a high school diploma.
  • Possess a Virginia Contracting Officer (VCO) certification or the ability to obtain within a year.

Experience:
  • Experience in procurement of goods, equipment and services.
  • Experience with word processing and spreadsheets.

Additional Consideration(s):

Education:

  • Bachelor’s Degree
  • Course work in business including business contract law or related curriculum.

Experience:
  • Experience in developing and maintaining various contracts to include those for professional and non-professional services.
  • Experience in procuring high dollar and high volume goods and services.
  • Experience using eVA (electronic Virginia).
  • Experience using Microsoft Word and Excel.

Salary Information:

Starting at $57,254, Commensurate with Education and Experience.
