Job Description Summary
The Curriculum and eLearning Operations Manager will oversee a range of technical, organizational, and administrative tasks related to the development, maintenance, and approval of high-quality curricula for in-person, virtual, and eLearning formats. This role includes managing the development and maintenance of instructional materials, informational content, and program resources. Responsibilities involve leading the creation and upkeep of training programs, technical assistance activities, and other projects for the AMBER Alert Training & Technical Assistance Program and associated cost-recovery contracts.
The manager will supervise staff and a team of subject matter experts (SMEs) to design and deliver curriculum and provide instruction for the program's training and technical assistance efforts. Identifying funding opportunities aligned with the NCJTC mission and assisting with proposal writing to secure funding will also be part of the role. Additionally, the manager will collaborate closely with project staff to ensure that program activities and deliverables are met and will develop standards and procedures to guarantee the timely production of high-quality eLearning products in support of NCJTC projects.
Job Description
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
- Works with Administrator(s), Deputies, and other Operational Program Manager(s) to establish and communicate strategic direction of program goals, activities, and deliverables.
- Ensures that assigned program courses, technical assistance, and other materials are completed and aligned within the program and with other NCJTC programs.
- Ensures all curriculum and training materials for courses and workshops are current and meet the needs of the targeted audience in all modalities.
- Works with staff, and Deputies to design targeted and tailored TTA (training and technical assistance) for program recipients.
- Manages staff and associates to develop curriculum, deliver training, provide technical assistance, and create other program products. This will include identification, recruitment, hiring recommendations, observation, evaluation, to ensure quality control and fidelity to curriculum and that all training products are relevant and high quality.
- Manages and leads the development and implementation of all eLearning areas for the AMBER Alert Training & Technical Assistance Program to ensure the delivery of high-quality self-paced eLearning training that meets or exceeds program deliverables while adhering to the NCJTC standards.
- Creates interactive, self-paced eLearning products by applying instructional design skills, relevant learning theories, and knowledge of learning technologies and environments to the design of high-quality products using various modalities.
- Evaluates and coordinates eLearning vendors and services that will be used to develop and deliver eLearning products.
- Manages and leads the development and implementation of all virtual learning webinars and courses to ensure the delivery of high-quality self-paced virtual training that meets or exceeds program deliverables while adhering to the NCJTC standards.
- Builds and maintains relationships with project partners and funding agencies to support NCJTC goals, growth, and initiatives.
- Continually assesses all courses and material to identify gaps and works with Deputies, Program Managers, staff, and associates to adjust curriculum or develop new training.
- Identifies funding opportunities that fit the mission and vision of NCJTC and assist with the preparation of proposals to secure funding.
- Provides leadership in the development of strategies to effectively communicate program goals, technical assistance efforts, policies, and procedures.
Non-Essential Functions and Responsibilities
- Provide in-person and online training in courses and workshops related to the effective response by child protection professionals in the AMBER Alert Training & Technical Assistance Program.
- Develops, maintains, reviews, and continually updates curriculum and training materials for courses, webinars, and workshops.
- Collaborate with other staff to compile, analyze, and produce reports related to training and technical assistance statistical data for NCJTC, and federal and state reporting purposes.
- Create interactive, self-paced eLearning products by applying instructional design skills, relevant learning theories, and knowledge of learning technologies and environments to the design of high-quality products using various modalities.
- Leads or co-leads or actively participates in NCJTC strategic planning initiatives representing their office or program area. Provides leadership ensuring effective communication of program goals, training and technical assistance efforts, policies, and procedures to staff. Recommends new policies and procedures and communicates changes relative to Instructional program administration.
- Performs other related duties as necessary and required for the effective administration of NCJTC and its programs, as well as in the best interest of the training partners, funding agencies, and FVTC.
Minimum Qualifications
Education and/or Experience Requirements:
- Bachelor's Degree in related field required, Master's preferred.
- A minimum of 5 years experience working in relevant occupational experience and project management with a comprehensive knowledge of curriculum design.
- A minimum of 10 years of direct instructional experience with criminal justice and child protection professionals.
- Experience with grant writing, management, and reporting is preferred.
- Curriculum design experience, with emphasis on competency-based instruction, using a variety of learning options and alternative forms of delivery is preferred.
Licenses, Certifications, and Other Requirements:
- Proficiency in administrative procedures and software applications which include Microsoft Word, Excel, PowerPoint, and Outlook as well as MS Project or the Monday project management platform.
- Ability to lead and coordinate others with and without a direct reporting relationship.
- Ability to speak to and train both small and large groups of people.
- Ability to work extended hours and travel frequently.
- Excellent verbal, written, and technical communication skills.
- Subject to FVTC's Motor Vehicle Records Disclosure Check.

Work Environment
- This position will work remotely. Travel is required approximately 25-50% of the time to training events and meetings.
Work environment may change based upon college needs.
Physical Requirements
- Sitting: This role requires extended periods of sitting while performing tasks and utilizing computer systems.
- Mobility: While much of the work is desk-based, occasional mobility may be necessary for attending meetings, office tours, or events within the workplace.
- Lifting and Carrying: The role requires occasional/continuous lifting and carrying of light to moderate items for training events (approximately 25 pounds).
- Communication: Clear verbal and written communication skills are essential for interacting with employees, candidates, and stakeholders, both in-person and through electronic means.
- Travel: position Requires travel approximately 25-50% of the time for training and meetings.
- Driving: Valid driver's license and ability to operate a vehicle.

Additional Information
Pay Rate: $88,400.00 - $104,000.00 per year.
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data. Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
