Department Summary
Business & Finance Solutions (BFS), a division of UCLA under the Office of the Vice Chancellor & Chief Financial Officer, provides innovative campus wide solutions to complex financial and business matters, maximizing value to the University community. BFS promotes a collaborative opportunity for campus to enhance revenue opportunities, manage campus risk, facilitate financial payment solutions for campus operations and students, act as an internal tax advisor to campus, provide financial reporting for UCLA, travel services, purchasing and procurement of goods and services and provides payroll analytics and support.BFS encompasses the following departments with approximately 400 employees: Financial Management & Reporting, Purchasing and Procurement, Tax Services, UC Travel Center, Treasury, Costing Policy and Sales & Service, Payroll Partner, Student Financial Services, Accounts Payable, Mail, Document & Distribution Services, Insurance & Risk Management, and Operations.

The incumbent will act as the GLACIER Subject Matter Expert, supporting the NRA/GLACIER team on IRS tax regulations relating to nonresident alien taxation including: Substantial Presence Test application as it applies to tax treaty application and non-payroll payments to both Individuals and foreign Entities, 1042-S tax deposits reconciliation and 1042 filing. Administer GLACIER Tax Prep program on an annual basis and support the program users. Act as subject matter expert with an understanding of theory and application regarding Nonresident Alien (NRA) tax regulations; analyze and solve problems as they apply to a diverse set of university foreign payments including Payroll, Student and Accounts Payable payments. The incumbent will provide technical and analytical expertise and consultation to the GLACIER team in addition to department administrators when questions arise involving complex regulations and policies relating to nonresident tax compliance. The Analyst will coordinate and prepare training materials relating to nonresident tax compliance, advise on tax treaty, tax rates and residency status for payments to nonresidents and foreign entities, collaborate with the Tracker/I-9 Administrator to advise and counsel department personnel, employees and students regarding acceptable documents for work authorization verifications as well as completion of I-9 and GLACIER forms, represent the University in resolving tax problems and challenging rulings by the Internal Revenue Service, and act as a functional expert in IRS/USCIS regulations at training classes and tax seminars. Under the general direction of the Compliance Manager, the incumbent will work independently on a day-to-day basis, responsible for setting own priorities and maintaining daily work flow with only periodic review of work to insure accuracy and the appropriate policies and procedures are being followed.

Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Qualifications
  • Minimum of 2 years Experience in a financial environment such as payroll, accounting, audit, or equivalent environment. (Preferred)
  • Skill in writing concise, logical, and grammatically correct business correspondence. (Required)
  • Ability to accurately work with numbers and a great amount of detail. (Required)
  • Demonstrated skill in reconciling and correcting complex payroll transactions. (Required)
  • Skill and ability to work independently with minimal direction and set priorities which reflects the importance of job responsibilities. (Required)
  • Ability to maintain composure and productivity despite pressing deadlines, frequent interruptions, distractions and competing priorities. (Required)
  • Skill in analyzing information or procedures, defining problem or objective, formulating logical and objective conclusions, and recognizing alternatives and their implications. (Required)
  • Ability to keep abreast of constantly changing University systems, regulations, policies and procedures. Ability and judgment to handle confidential and sensitive information with discretion. (Required)
  • Strong computer skills, including the use of basic computer applications such as MS Word, Excel, and Access. (Required)
  • Ability to make effective oral group presentations to provide information on various payroll related matters. (Required)
  • Interpersonal skills to interact effectively and diplomatically with faculty, staff, administrators and co-workers and to establish and maintain cooperative working relationships with other staff members, subordinates, and managers. (Required)
  • To support the campus administration process, needed are the skills and ability to speak clearly and distinctly to explain departmental policies and procedures with all levels within the organization, using a variety of tools; such as GLACIER, PeopleSoft, CDW, and OFSF. (Preferred)
  • Working knowledge of University Payroll Policies and Procedures, General Ledger system and ability to process the forms required to accomplish various accounting transactions. (Preferred)
