The Financial Operations Analyst functions within an academic and clinical medicine environment, providing a comprehensive range of fiscal services to the Radiology Department under the direction of the Finance Manager. This role focuses on research funding, earnings operations, and development funds, while ensuring strict compliance with fiscal policies and internal controls.
Key responsibilities include managing financial operations, such as maintaining purchasing records, overseeing daily financial transactions, managing general ledger entries, and handling accounts payable and receivable in Workday. The Financial Operations Analyst also oversees billing for department earnings operations, monitors development funds to ensure timely and effective use, and ensures the appropriate retention of fiscal records. Additionally, this role plays a critical part in grant management by aligning personnel and effort allocations with grant budgets, monitoring expenditures, and coordinating grant applications and external contracts.
In addition to these duties, the Financial Operations Analyst supports the Finance Manager in developing annual budgets and strategic financial plans, while advising faculty and staff on financial policies, procurement, and compliance. The role also involves assisting with audits and contributing to the department’s strategic planning efforts.
Additional Information:Duties and Responsibilities:
1. Grant Management and Research Funding (40%):
- Preparation and Coordination: Participate in the preparation, tracking, and coordination of extramural and intramural grant applications, including NIH, DOD, foundation, and university pilot grants.
- Contracts and Subawards: Prepare, track, and report research contracts, grants, and subawards, acting as a liaison between the department, university offices, and sponsors.
- Compliance and Effort Assignments: Manage compliance with grant budgets, including the management of effort assignments for personnel with external funding, ensuring accurate personnel/effort allocation.
2. Day-to-Day Fiscal Operations, Earnings Operations, and Development Funds (50%):
- Core Financial Operations: Manage journals, deposits, transfers, payroll, procurement, inventory, accounts payable, accounts receivable, and asset management.
- Earnings Operations and Development Funds: Oversee the management of earnings operations, and development funds, ensuring accurate tracking and reporting of financial activities. Conduct financial analysis of these areas to identify trends, potential issues, and opportunities for improvement.
- Financial Compliance: Ensure all transactions comply with internal control structures and fiscal policies. Initiate and process journal entries and fund transfers as needed.
- General Ledger Management: Perform monthly and year-end reconciliations of the general ledger, resolving discrepancies and ensuring accurate financial reporting.
3. Support to Finance Manager and Strategic Financial Planning (5%):
- Budget Preparation: Assist the Finance Manager in developing and administering annual operational budgets for assigned accounts.
- Financial Reporting: Participate in the preparation of financial, productivity, and staffing reports, providing insights to support strategic decision-making.
- Audits and Compliance: Prepare for and participate in audits of departmental accounts, ensuring compliance with local, regional, and national fiscal and regulatory requirements.
4. Advisory and Other Duties (5%):
- Policy Interpretation: Serve as an advisor to faculty and staff on financial policies and procedures, assisting with procurement and compliance-related issues.
- Backup Role: Serve as a backup and partner to the Finance Manager, supporting day-to-day operations as needed.
- Miscellaneous: Perform other related duties as assigned by the Finance Manager.
