Organizational Unit Overview	
Campus Operations is a broad diverse division of Administration and Finance that includes all aspects of facilities management at East Carolina University. Campus Operations is a major division of Administration and Finance with approximately 530 employees and a budget in excess of $44 million. The university is comprised of approximately 6.5 million square feet of facilities located on 1,850 acres with $1.84 billion in physical assets. Facilities Services is a part of the broad, diverse, division of Administration and Finance – Campus Operations that includes all aspects of facilities management at East Carolina University.

The primary purpose of the Facilities Services Department on the Health Sciences Campus is to maintain and improve the physical plant of the Health Sciences and West Research Campuses of East Carolina University. This includes the central utility plant; heating, ventilating and air conditioning systems (including various tonnage chiller units with associated equipment); electrical distribution systems (including emergency electrical power generating equipment as well as medium voltage distribution system); domestic hot and cold water systems; laboratory vacuum systems; ultrapure water systems; medical gas and vacuum systems; compressed air systems; natural gas distribution systems; fire protection systems (including fire pumps, wet suppression systems, fixed chemical systems, and portable fire extinguishers); fire detection and alarm systems (to include Information Management systems, Fire Alarm Control Panels, and mass communication systems); steam distribution systems; irrigation systems; sanitary sewer systems; and storm sewer systems. It also includes repairs to several million square feet in separate buildings varying in age.

Job Duties
This position will routinely and consistently perform widely varying and functionally diverse controls assignments requiring in depth analysis and problem solving skills regarding complex enterprise level controls and monitoring systems. This involves highly technical work in the installation, configuration, commissioning, troubleshooting, and sustaining of the most complex controls, communications, data acquisition and instrumentation systems. Control Technician II will independently troubleshoot enterprise level systems, implement changes and verify results; activities can include: developing project scopes, cost estimates, acquisition of materials, managing projects, developing work procedures, and auditing; Controls Technicians II will audit the controls schemes of existing buildings to compare to university standards and best practices and implement modifications to achieve better system effectiveness and efficiency. Controls Technicians II will audit systems, perform diagnostic tests, and identify improvements and implement programming/hardware changes.

Controls Technician II will: verify that point database and programming operations are consistent with university Standard operating procedures (SOPs), intended integration and sequence; and back up data from data servers or create automated backup procedures; troubleshoot and resolve inconsistencies in the function or sequence of operations; and contact Original Equipment Manufacturer (OEM) for technical support as/when needed. Controls Technicians II set up and configure PC workstations, user interfaces, data servers, IP Networking devices, protocols, mass storage devices and hubs. Controls Technicians II confirm proper network performance. Controls Technicians II schedule with trade contractors to coordinate startup services as needed; coordinate network drops, IP addresses and monitoring tools with ECU IT Department personnel; work with equipment vendors to coordinate communication protocols, and database requirements for integration to their systems. Controls Technicians II run reports to analyze systems operation and efficiency (i.e. Commissioning Agents, Test and balance (TAB) contractors, etc.); participate in final inspection and testing on new projects. They often serve as technical experts in one or more areas of HVAC, Central Plant Operations, Supervisory Controls and Data Acquisition (SCADA) Systems, or industrial instrumentation. Work is performed independently usually under the general supervision of the controls department supervisor and is evaluated through the optimization of systems operation, project management, and the effectiveness of repairs. Controls Technicians II may also lead or be a member of a team of skilled trade's people. Level II Controls Technicians often take on more supervisory or problem-solving duties. This position may serve as a lead worker and provide input to performance management and competency assessments. Controls Technicians II may work as the liaison for a team of professionals, may delegate work and oversee contractors.

Minimum Education/Experience	
High school diploma or equivalency and two years of related experience; or equivalent combination of training and experience. Requires certification(s).

License or Certification required by statute or regulation: none

Preferred Experience, Skills, Training/Education

• Two years of progressive experience as a HVAC Controls or Instrumentation and Controls (I&C) technician, three to five is preferred.

• Understanding of the basic refrigeration process used in mechanical refrigeration and air conditioning systems; to include terminology, safety, and identification and function of components; refrigeration cycle; and tools and instrumentation used in mechanical refrigeration systems is advantageous.
• Strong working knowledge of Microsoft Products and computers.
• Knowledge and understanding of any of the following areas will be advantageous: various communications protocols used in the industry including BACnet, LonTalk and Modbus; familiarity with networking applications; familiarity with SCADA systems; Ethernet, TCP-IP, IP Networks and infrastructure; Experience with Carrier-IVue, Trade, Tridium, Johnson Controls, Schneider, or Siemens.
NICET Industrial Instrumentation Level II Certification
• Candidate should possess a valid NC driver's license and be eligible to operate a state-owned vehicle in accordance with the ECU property policy.
