Job Summary

The Chief Ethics and Compliance Officer serves as an administrative officer for the Office of General Counsel (OGC). This person will oversee the ethics and compliance workstream and be a consultative collaborator across the institution. Oversee functions such as conflicts of interest, export control, youth programs, and ethics hotline and lead Institute-wide compliance training and communication efforts. Support, coordinate, and assist University-wide compliance efforts regarding all federal, state, and local laws and internal and external policies. Work closely with the General Counsel, Deputy General Counsels, the Chief Privacy Officer, OGC team members, University System of Georgia (USG) leaders, campus leaders, and business partners to plan, direct, and manage department staff and work to support the Institute.

Responsibilities

Job Duty 1 - Serve as a trusted internal advisor to the General Counsel on matters handled by the OGC, including investigations, conflicts of interest, and program administration, in addition to various other ethics and compliance matters affecting the Institute and its affiliates, including conflicts of interest and export control; Serve as strategic partner for accreditation boards, committees, and related organizations on matters of compliance.
Job Duty 2 - Monitor the performance of compliance efforts and related activities on a continuing basis, taking appropriate steps to improve its effectiveness. As needed, oversee the development and execution of effective compliance training programs, including new employees and ongoing training for all employees and managers.
Job Duty 3 - Develop, review, update, and communicate institutional compliance efforts to ensure continuing currency and relevance in providing guidance to management, employees, and other key stakeholders.
Job Duty 4 - Ensure independent reviews and evaluations are conducted for compliance issues or concerns within the colleges, campuses, or units and are being appropriately evaluated, investigated, and resolved.
Job Duty 5 - Identify potential areas of vulnerability and risk; develop and implement corrective action plans to resolve issues and provide guidance on avoiding or addressing similar situations in the future.
Job Duty 6 - Respond to alleged violations of rules, regulations, policies, procedures, and standards of conduct by evaluating or recommending the initiation of investigative procedures; direct and manage the Institute's Ethics Hotline; and report any violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
Job Duty 7 - Responsible for the day-to-day management of the Office of Ethics & Compliance, including training, communications, programs, policies, subject-matter areas within unit, and investigations. Also responsible for managing and supervising the work of workstream team members, including assigning and delegating duties and monitoring the activities and progress against the OGC's goals. Keep executive leadership, staff, University System of Georgia staff, external partners, and the Board of Trustees informed of the operation and progress of compliance efforts

Job Duty 8 - Lead transformational projects defined in conjunction with other parts of OGC or the Institute. Support the planning, execution, and allocation of resources needed to run the project. Help drive the execution of the strategic plan priorities, keeping in mind the Department of Justice's elements of an effective compliance program. Drive innovation while maintaining high ethical standards.
Job Duty 9 - Collaborate across the Institute, building and fostering strong relationships within the Institute and external constituents (e.g., Officer of Inspector General, FBI). Is a visible presence at activities throughout the Institute, serving as a senior relationship lead across Institute units/departments.
Job Duty 10 - Other duties as assigned.

Required Qualifications

Educational Requirements
Bachelor's degree or equivalent combination of education and experience.

Other Required Qualifications
Certified Compliance & Ethics Professional (CCEP).

Required Experience
10 years experience in ethics and compliance leadership roles within a large corporate, governmental, or higher education setting.

Preferred Qualifications

Additional Preferred Qualifications
Successful management experience within large public research universities or complex state government agencies.

Preferred Educational Qualifications
Advanced degree (e.g., MBA, JD) or advanced certification (e.g. CPA, CIA).

Proposed Salary

Salary $155,169 to $225,000
