Job Description:
Budget Title: Assistant to the President (*Management Confidential)
Salary: $118,000 - $128,000
The Binghamton University Office of Entrepreneurship and Innovation Partnerships (EIP) provides various services and programs related to business development, commercialization, and entrepreneurship available to students, faculty, staff, and the greater business community. One of the programs, the Small Business Development Center (SBDC), is located at the Koffman Southern Tier Incubator in downtown Binghamton.
The Small Business Development Center at Binghamton University (SBDC at BU) helps existing and potential small businesses in twelve New York State counties. The SBDC at BU currently has multiple outreach offices throughout the Southern Tier. The SBDC Director will be in Binghamton, New York.
Reporting to the Associate Vice President, Innovation and Economic Development the SBDC Director is responsible for:
- Management of an SBDC Regional Center, effective provision of services to local small businesses, and program and fiscal compliance with New York State, State University, host institution, and SBA requirements.
- Supervise all staff functions including assigning appropriate tasks, conducting Internal staff meetings, identifying staff training activities, and ensuring the general quality and timeliness of staff activities by reviewing individual casework and feedback from assisted clients.
- Administer all fiscal controls of the program including developing budgets for Campus and SBDC Lead Center Office review, monitoring expenditure activities as they relate to budgets, advising campus fiscal staff of program financial elements, developing, and monitoring internal fiscal control systems, and adhering to SBDC Lead Center Office financial guidelines.
- Interact with and provide information for campus administration for budget, expenditure plans, personnel administration, facilities utilization, and similar topics.
- Supervise the development of appropriate programs and financial reports following campus and SBDC Lead Center guidelines.
- Maintain a client counseling caseload and provide support assistance to staff in their counseling needs.
- Identify and implement program initiatives in response to SBDC Lead Center Office, Campus, and private sector identification.
- Initiate and maintain contact with the business community as well as other related public and private entities to promote program services and to elicit funding support to broaden and enhance outreach services. Establish and interface with advisory groups; develop printed research for distribution; participate in public speaking; and sponsor or co-sponsor appropriate training events, seminars, and conferences in addition to personal visits.
- Will participate in the formulation of applicable university policy.
Complexity of Duties (in order of priority)
- Day-to-day management of an SBDC Regional Center requires a comprehensive knowledge of business operations and practices and the capacity to optimize staff utilization for counseling and training clients presently or prospectively engaged in small business enterprises.
- Administration of the fiscal component of the program requires an understanding of campus, SBDC Lead Center, State, Federal, and host fiscal policies, all of which are subject to internal, State, and Federal audits. Balancing fiscal support with demonstrated program needs requires careful planning to maximize resources.
- Program promotion requires excellent communication skills and the ability to interact with audiences of varied knowledge and expertise. The Director must have the range of ability to represent the program and sponsors in settings that require professional presentations (such as press conferences, news articles, and other media events).
Requirements:
- Bachelor's degree in public administration, management, finance, or a business-related field
- The position requires no less than five years' experience in private sector business including one year in a managerial capacity
- Relevant consulting experience may be substituted for management experience, however at least one year of private-sector business management is desired
Preferred
- Master's degree (in public administration, management, finance, or a business-related field)

History
Binghamton University opened its doors as Triple Cities College in 1946, to serve the needs of local veterans returning from service in World War II. Originally located in Endicott, N.Y., five miles west of the present campus, the fledgling school was a branch of Syracuse University.
Four years later, the college was incorporated into the State University of New York (SUNY) and renamed Harpur College in honor of Robert Harpur, a Colonial teacher, patriot and pioneer who helped settle the area west of Binghamton.
In 1961, the campus moved across the Susquehanna River to Vestal. Growing enrollment and a reputation for excellence soon led to the selection of Harpur College as one of four doctorate-granting University Centers in the SUNY system.
In 1965, the campus was formally designated the State University of New York at Binghamton, and in 1992, Binghamton University was adopted as our informal name.
