Job Summary:

Serves as the Manager of the Texas Local Technical Assistance Program (TxLTAP) for the EEC – Public Works Institute (PWI). Ensure successful delivery of TxLTAP programs with a focus on instructional excellence, programmatic innovation, efficient program operation, participant achievement and satisfaction, and enrollments.

Essential Duties and Responsibilities:

  • Serves as a manager of the TxLTAP program:
    • Develops policy for establishing center-wide operational, administrative, and logistical processes and supporting systems.
    • Assists the Director in creating and implementing the strategic vision for TxLTAP.
    • Develop and deliver appropriate instructor-led and web-based courses.
    • Ensure successful delivery programs with a focus on instructional excellence, competency, programmatic innovation, efficient program operation, participant achievement and satisfaction, and enrollments.
    • Manage scheduling, delivery, and logistics for courses.
  • Assist the Director in managing the TxLTAP budget:
    • Oversee expenditures relating to the program.
    • Review and analyze financial and training data and prepare financial and program assessment reports to leadership and external clients.
  • Assist the Director in managing committees, educational design program delivery, and evaluation of all program activities.
    • Create and implement a statewide marketing strategy utilizing multimedia and social media to continually expand the programs’ reach.
  • Develop and manage relationships with individuals, companies, and organizations related to TxLTAP.
  • Represent the Director in meetings, negotiations, and presentations with senior executives from both the public and private sectors.
  • Develop and maintain positive working relationships with federal, state, and local workforce agencies and employers to ensure positive participant experiences.
  • Provide guidance and leadership to TxLTAP support staff and instructors
  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in business or related field, with five (5) years of related experience in administration of training programs to include grants and statewide training programs, performing a variety of administrative functions and coordinating with customers, managers, facilities, and supervisors. An equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications:

  • Degree in Engineering, Science, Business, or Public Administration for five (5) years of experience in Administrative Management of a complex statewide training program.
  • Five (5) or more years in Public Works Industry, preferably in a management position.
  • Three (3) or more years of experience scheduling instructors’ classes and locations.
  • Experience in maintaining a curriculum and training materials library and managing material distribution.

Knowledge, Skills and Abilities:

  • Demonstrated ability to manage a program budget.
  • Excellent business and communication skills.
  • Project management and social media skills.
  • Proficiency with Microsoft Office.
