Position Summary:

The BFSS Manager is responsible for performing a variety of fiscal related fiscal tasks that are standard or regular support duties within the assigned department or program. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws and institution policy

Duties & Responsibilities:

  • Serves as primary liaison with Procurement to ensure proper procurement procedures are adhered to
  • Monitor Spending and Invoicing for maintenance and operations contracts
  • Asst. Dir /VC of FM in preparing, monitoring, and managing multiple budgets within Facility Management
  • Monitor Budget and provides quarterly reports of budget status
  • Provides Monthly Expense Reports for vendor usage
  • Assist Dir of BFSS with Management and Operations of Work Order Center
  • Reconcile Work Order Recoveries, Utility and Internal Department Recovery Billing
  • Monitor and Reconcile monthly department P- Card Statements
  • Works with University Department of Finance and Budget to ensure compliance with established procedures
  • Assist Dir of BFSS in reviewing and making sure established Operating Procedures are adhered to and enables department to operate as efficiently as possible.
  • Assist Dir of BFSS in overseeing and monitoring Warehouse Inventory and Operating Procedures
  • Maintain Department’s manual and/or mechanized accounting records by posting transactions to journals or ledgers
  • Reconcile errors, sets up and generates encumbrances and vouchers
  • Verifies and posts vouchers, prepares vouchers for accounts payable and invoices for accounts receivable
  • Monitor and reconcile all cash transactions deposited to agency/department
  • Prepares Bank Statements
  • Receives, mails, or delivers warrants to vendor or contractor and post expenditures to appropriate ledger applying to proper character or allocation
  • Provides technical assistance to agency/department personnel in area of expertise such as Warrant cancellation, preparation of vouchers or billings fund balances, processing procedures, and legalrequirements and policies governing financial transactions
  • Serves as department’s main liaison with any audit that may be conducted
  • Serves as the department’s main liaison with university’s Human Resources Department

  • Other duties as assigned


Knowledge of database accounting and management principles
Knowledge of applicable laws and regulations of assigned section
Knowledge of computers and software application programs
Knowledge of customer service techniques
Knowledge of Banner software

Ability to record fiscal data and manipulate data to generate complex reports and documents
Ability to conduct research and perform basic quantitative quality assurance reviews

General Days/Hours:

Monday - Friday
8:00 a.m. - 5:00 p.m.
Additional hours as requested and/or needed
Regular and reliable attendance

Minimum Qualifications:

An earned Bachelors Degree in business administration, finance, accounting, or a related field

Five (5) Years of bookkeeping, basic accounting, billing, budget preparation, invoicing, or related experience

Other job related education and/or experience may be substituted for all or part of these basic requirements upon approval of the qualifications review committee
