Position Summary:

The Payroll Manager reports to the Assistant Controller – Financial Operations and supports UNC Asheville’s mission and strategic plan through the accurate and complete processing of all University compensation and employee benefits.

The UNC Asheville AVC Finance/Controller’s Office seeks to provide a high level of support to the University and its stakeholders in a competent, approachable, reliable, empathic, and responsive manner. The Payroll Manager will be responsible for representing these pillars in both attitude and action.

This individual must possess demonstrated leadership and management skills, the ability to work independently with a high level of professionalism, be well organized, detail-oriented, flexible, and able to manage and meet deadlines.

The Payroll Manager has management and oversight of payroll staff and is directly responsible for initiating and/or monitoring the multiple processes required to successfully complete bi-weekly and monthly payroll cycles; coordinating operations with associated university departments; performing all reconciliations related to payroll; and reviewing and analyzing payroll and financial reports. The position is responsible for maintaining compliance with all applicable Federal and State laws and regulations and University and UNC System policies and guidelines.

The Payroll Manager is also expected to maintain a strong working knowledge of UNC Asheville policies and procedures, as well as the various agencies who set State and UNC System policies, including but not limited to, the Office of State Controller (“OSC”), Office of State Auditor (“OSA”), Office of State Budget Management (“OSBM”) and the UNC System Office.

The Payroll Manager is also responsible for the maintenance of payroll related University policies, operational procedures, and compliance reports.

This position is responsible for required year-end reporting, preparation of payroll related notes to the annual financial statements, and accrual journal entry development.



Required Education/Experience/Skills:

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in accounting; or Associate’s degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Education/Experience/Skills:

Bachelor’s degree in accounting, business, or related field. Prefer a CPA or CPA candidate. May also consider an equivalent level of education and experience. Strong knowledge of payroll methods, practices and regulations.

Knowledge and experience with Ellucian’s Banner HR/Payroll system is strongly preferred.

Preferred candidate will demonstrate thorough knowledge of advanced payroll processes and accounting standards for payroll related transactions. Preference for candidate with at least 2-4 years’ of directly related payroll experience. Prior experience as a Payroll Manager or leading a payroll team is desired. Ability to assist in interpreting and analyzing payroll data, interpret, apply, and maintain compliance with all applicable Federal and State laws and regulations and University and UNC System policies and guidelines. Experience with fund accounting, payroll systems, and ad-hoc report writers is preferred.

Excellent verbal and written communication and interpersonal skills are essential. Ability to demonstrate proficiency in the use of software applications, such as Microsoft Word and Excel is required. Ability to provide strategic direction and leadership. This position will be actively involved in the day-to-day functions within the office.
