USU invites applications for the position of Senior Vice President (SVP) for USU Academic Operations(Chief Academic Officer/Provost). The incumbent serves as the SVP for USU Academic Operations (ChiefAcademic Officer/Provost), and as such, is responsible for directing, managing, and overseeing the geographically dispersed academic operations of the university. The incumbent will advise and assist the USU President in the overall management of the University’s academic matters and will provide management oversight, supervision, and serve as the rater of assigned USU School and College (S/C) Deans regarding their academic activities. The incumbent will provide supervision and evaluation of assigned Vice Presidents, Assistant Vice Presidents, directors, managers, and staff.

 

Duties: As the SVP for USU Academic Operations (Chief Academic Officer/Provost), the incumbent will lead the university in its academic planning and in the setting of academic values, policies, and practices. The incumbent will be responsible for providing direction, oversight and consultation to USU S/C, academicorganizations, centers, institutes, departments, the USU research enterprise, and future organizations assigned under their purview. Provides authoritative guidance and advice to assigned USU S/C Deans, Vice Presidents, Assistant Vice Presidents, directors, managers, and staff. Works and collaborates with the USU President,leadership, staff, and Department of Defense (DoD), Federal, and private sector officials and representativeson academic programs and activities.

 

Serves as the senior executive for a broad-based office that provides administrative, analytical, and technical support for education and research programs in the health sciences in support of the USU mission. The incumbent is responsible for academic planning, execution, and institutional assessment and effectiveness, institutional and programmatic accreditation (e.g. Middle States Commission on Higher Education, Liaison Committee on Medical Education, Commission on Collegiate Nursing Education, and others), policy development, coordination of resources (facilities, infrastructure, IT, funding) required for support ofacademic operations, productivity, and quality of all assigned organizations and program activities and ensures responsibility centers execute programs in alignment with USU strategic plan, goals, and the mission. Oversees academic multi-year and other long-range plans (at least 5 or more years) to meet evolving requirements, needs of customers (both internal and external), and other requirements from higherheadquarters and other influential entities, such as accrediting and standardization organizations. Ensures a strategic and integrated perspective in engaging resources for support of all academic, research and enterprise business to support overall coherent and sustainable University programs.

 

The incumbent ensures that academic operations and programs of all USU S/C and organizations under their purview are executed according to applicable laws and Federal, DoD, USU, and accrediting bodies regulations, policies, directives, requirements, and missions. Responsible for initiating, developing, and/or revising policy for assigned organizations, evaluating the structure and operations of those organizations’programs and/or activities for efficiency, and making changes to their structure and functions to ensure effectiveness.

 

Serves as the chair of the Provost’s Leadership Council, and is accountable for regularly evaluating thedeans, vice presidents, and other direct reports, as well as candidates for those positions.

 

Responsible for assessing adequacy and planning of resources to support academic operations. Providesoversight and assigns budgets to the deans of USU S/C and to the directors of centers and institutes in the university that fall within the incumbent's purview. Recommends and approves all new appointments, promotions, retention,special hires, and tenure decisions for the faculty, and aids the S/C to establish or refine their own promotion and tenure policies. Promotes and advances inclusion, equity, and diversity among all university constituencies.

 

Provides leadership to the conduct of admissions for students, and is responsible for oversight of the quality and practices associated with undergraduate, graduate, and professional study at the University. Oversees the administrative practices associated with enrollment, course offerings, and the policies and values which guide these endeavors.

Responsible for maintaining academic standards of USU in accordance with appropriate accrediting bodies. Coordinates periodic academic program review, accreditation, and works with Deans and Chairs in the review, study, and development of curriculum and in the improvement of instruction.

 

Provides oversight concerning the conduct of research and scholarship, and works to stimulate a high level of scholarly productivity throughout the University.

 

Assumes other academic and administrative responsibilities as assigned by the USU President. Participates in the University Cabinet, which is responsible for executive leadership of the University. Advises the USU President on all matters related to Academic Affairs. Participates in all Board of Regents’ meetings. Demonstrates a commitment to inclusive and collaborative leadership.

 

Exercises personnel management and supervisory responsibilities, and is responsible for complying withequal employment opportunity (EEO) policies, merit principles, and internal control program requirements.

 

Qualification Requirements: Requires an earned Doctoral degree from an accredited university in the field of healthcare, the health sciences, or education or in a discipline closely related to the position to be filled.

 

The position also requires: substantial demonstrated experience as a senior level academic administrator at a University or institution of higher learning involving graduate and/or undergraduate programs; a distinguishedrecord of teaching at the doctoral or graduate level, scholarly publications, and/or creative accomplishments that exhibit academic expertise; experience in executive management operations and financial and personnel management; experience in academic planning, assessment of program effectiveness, and development of policy to enhance academic units within a University and with national accrediting bodies; experience managing a diverse workforce to foster a climate of respect, diversity, and inclusion; experience in developing and/or securing extramural grant and contract funding; experience working with or knowledge of emerging educational technologies, digital health methodologies and the effective application of instructional technologies to enhance student learning; and effective written, oral, and interpersonal communications skills to present complex information, provide presentations, work with individuals (internal or external) at all levels constructively, and represent the University at meetings or public forums as well as the ability to develop consensus decisions. The incumbent must be academically qualified for a faculty appointment at the professor level (tenure ineligible track) in one of the USU S/C academic departments in accordance with the USU S/C and the University’s academic policies.

 

The following experience, knowledge, or credentials are highly desirable: experience working in the Federal sector or within the DoD; and/or experience working in, or background in and understanding of the U.S. Military Health System.

 

Assignment as SVP for USU Academic Operations is as an administrator assignment and is without tenure. The initial appointment will be for a term of up to five years and may be renewed with no limit on the numberof renewals. Assignment as SVP for USU Academic Operations is not a continuous appointment and as such the incumbent serves at the pleasure of the USU President and may be relieved as SVP for USU Academic Operations at any time.

 

If the incumbent performs patient care responsibilities, this position will be subject to random drug testing under the USU Drug-Free Workplace Program, and the incumbent will be subject to pre-employment and random drug testing requirements.

 

The incumbent will be required to travel to various sites within and outside the Washington metro area andthe United States to perform work and/or training activities as directed.

 

The position requires the incumbent to file a Public Financial Disclosure Report, OGE Form 278e.

 

Nominees for this position shall be required to successfully complete a security background investigation.Failure to meet the background investigation requirements will result in the withdrawal of the position offer or removal from the position.

 

Relocation expenses i.e. PCS or relocation incentives as described in 5 U.S.C 5733 may be authorizedin accordance with applicable travel regulations, command policy and available command funding.
