Reporting to the Chief Auditor Officer, we are seeking an Executive Director who will work with University and Johns Hopkins Police Department leadership to provide unbiased and impartial oversight of the Office of Public Safety (PSAU) including the Johns Hopkins Police Department. The PSAU serves to ensure that JHPD’s members abide by the spirit and letter of the laws and policies governing their actions. It is paramount that the police treat all persons with respect, fairness and dignity. The Executive Director of the PSAU is responsible for ensuring that the complaint, investigation, and disciplinary process is fair, transparent (within the limitations of the statute), timely, and effective and has the authority to directly report any and all information directly to Chief of Police and the Vice President of Public Safety for Johns Hopkins University. The Executive Director is responsible for supervising the unit including the quality, objectivity and timeliness of police misconduct investigations performed by a team of investigative specialists and for building and sustaining the procedural framework that is crucial to the success of the Public Safety Accountability Unit’s operations.

The Executive Director

  • Provides supervision and management for the Public Safety Accountability Unit and ensures the quality, objectivity and timelines of investigations into police and security officer misconduct.
  • Interacts and reports to the Johns Hopkins University Board of Trustees regarding all activities of the Public Safety Accountability Unit.
  • Establishes and maintains all policies and procedures related to the conduct of the Public Safety Accountability Unit to ensure duties are carried out in a professional, thorough and objective manner.
  • Reports To Chief Audit Officer

Specific Duties & Responsibilities

  • Establishes a collaborative strategic vision for the Public Safety Accountability Unit and ensures strategic initiatives are effectively carried out.
  • Develops policies and procedures governing the Public Safety Accountability Unit and establishes appropriate monitoring protocols to ensure those policies are followed.
  • Establish appropriate mechanisms and relationships for obtaining complaints regarding public safety officer misconduct and establishes a system for tracking those complaints and the progress of PSAU investigations.
  • Oversee a team of Public Safety Investigators responsible for conducting public safety misconduct investigations and use of force reviews, both originating from with the Public Safety Department and those being received from the Community, in a fair, objective, accurate and timely manner.
  • Reviews Investigative Reports for accuracy and completeness and ensures that the findings are supported by the appropriate standard of proof.
  • Maintains effective communication with the Vice President of Safety and Chief of Police and the Office of Institutional Equity in regard to investigative matters.
  • Interacts effectively and is open and transparent with the Baltimore City Administrative Charging Committee, the Civilian Review Board, the Discipline Review Panel, the Police Accountability Board and the Maryland State’s Attorney’s Office.
  • Coordinates with the Civilian Review Board for all cases under the CRB’s jurisdiction, as required by the Public Local Laws for Baltimore City, and pursuant to JHPD Directive #354, Civilian Review Board Complaint Procedures.
  • Coordinate with the Maryland Office of Attorney General’s Office of Independent Investigations Division (IID) investigates regarding all JHPD police-involved incidents that result in the death of a civilian or injuries that are likely to result in the death of a civilian occurring in the State of Maryland.
  • Review investigative results with the Johns Hopkins Police Department’s Discipline Review Panel (DRP) shall convene to review the investigation recommendations and provide recommended disciplinary findings and/or approve draft charging documents based on JHPD Directive #353, Disciplinary Matrix.
  • Assist the Baltimore City Administrative Charging Committee in the review of disciplinary findings and/or charging documents by ensuring all information and investigative materials requested are provided.
  • Assist prosecutorial authorities in obtaining JHPD disciplinary histories criminal discovery compliance.
  • Support any trial board processes in cases were public safety officers do not accept offers of discipline.
  • Summarizes investigation results including key observations and communicates those with Public Safety Leadership, Executive Leadership of the University and Health System and with the University and Health System Audit Committees and Trustees.
  • Serves as a member of the Performance Review Board to conduct comprehensive reviews of all significant events involving JHPD officers and the public, including all use of force incidents, regardless of level, to identify lessons learned, exemplary or deficient performance of employees, and gaps in policies, procedures, training, or equipment.
  • Ensures that completed misconduct investigations are evaluated for policy, training and tactical or equipment concerns.
  • Recruit and retain a professional administrative and investigative staff.
  • Provide timely feedback to administrative and investigative staff on performance and work with staff to define annual professional development plans, and monitor progress throughout the year.
  • Develop effective working relationships with leaders of JHU and JHHS including the Board of Trustees.
  • Develop internal and external professional networks.

  • On a regular and continuous basis, the Executive Director exercises administrative judgment and assumes responsibility for decisions, consequences and results having an impact on people, costs and/or quality of service.


  • Can make decisions necessary to carry out assigned operation of the Public Safety Accountability Unit.


  • Uses proper oral, written and interpersonal communication skills.
  • Exchanges information using tact and persuasion, as appropriate.

Minimum Qualifications
  • Bachelor’s Degree in relevant discipline.
  • Ten (10) years of increasingly professional experience with a knowledge of independent performance auditing models or the activities of an investigative or law enforcement oversight program and at least five years in the management of professional staff and programs.
  • This position does not allow for equivalencies.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
