Duties and Responsibilities :

The Provost and Vice President for Academic Affairs (VPAA), working closely with the President, will engage in strategic and master planning activities and work collaboratively with other members of the President’s cabinet to provide stable, progressive leadership to the university. The Provost and VPAAF is responsible for the academic and research enterprise of the university and will lead the recruitment, retention and development of high-quality and productive faculty with an emphasis on the continued growth of high-quality academic/research programs. The Provost and VPAA leads institutional efforts to assess student learning outcomes and to evaluate academic programs on a regular basis. As the Chief Academic Officer, s/he will encourage, support and mentor academic leaders, faculty and staff in their quests for grants and contracts that further the mission of the university and proactively pursue and nurture partnerships within the University System of Maryland (USM), local, regional and state government organizations, associations and national and international institutions of higher education.


· Provide leadership in curriculum and program development, advance the teaching and learning environment, promote creative and scholarly activities including research and outreach, and provide overall leadership for accreditation and assessment activities.

· Focus resources in areas that will flourish and enhance the University’s reputation; attract and retain a diverse and superior faculty and staff and work closely with the Vice President for Enrollment Management and Student Affairs to attract and retain a diverse student body.

· Implement a strong faculty and staff professional development program to identify, empower and mentor leaders.

· Communicate effectively and be accessible to all internal and external constituents and represent the President when needed and appropriate; strengthen consistent communication pathways using multiple platforms to effectively communicate with all university constituents.

· Strengthen the infrastructure of Academic Affairs through continued monitoring, updating and developing diverse and quality programs of distinction; build bridges to increase collaboration within the organization.

· Work collaboratively with the Division of Enrollment Management and Student Affairs to ensure alignment between academic and student affairs to increase support for student success initiatives addressing the needs of the student inside and outside of the classroom.

· Understand and manage the financial issues that face a complex university.

· Be well-versed in current issues facing public universities and will manage these issues in the context of the evolving structure of higher education within USM and the state of Maryland.

· Review and evaluate all academic appointments including, but not limited to re-appointments, tenure, promotion, salaries, and post-tenure review.

· Ensure compliance with state and federal mandates and regulations.

· Partner with the President on outreach and proactive involvement in economic development and community relations.

· Identify new opportunities and maintain and strengthen current relationships with funding agencies, foundations and private donors to enhance university resources including internships, scholarships, and student and faculty domestic and international exchanges.

· Perform other duties as required.


An earned doctorate from an accredited institution with a record of distinguished teaching, scholarship, and service consistent with a tenured faculty appointment at the professor level in one of the academic disciplines at Bowie State University.



· A record of successful academic administrative leadership and outreach with a minimum of five years of successful experience in a senior academic position in a comprehensive university offering graduate and undergraduate degrees.
· Successful executive leadership experience in strategic planning, instructional technology, regional accreditation processes, faculty professional development, and outcomes assessment.
· Proven track record of oversight of research units with successful growth in grants.
· Excellent oral and written skills; and demonstrated skills in interacting collaboratively with faculty, staff, students, and various other stakeholders.
· A record of achievement in building top caliber, innovative programs, and transformational initiatives.
· Evidence of experience with program review, assessment, and curriculum development at the undergraduate and graduate levels.
· Success with resource development from federal, regional, and local sources to support a growing research focus.
· A track record of strong administration, team building, faculty development, and mentoring.
· Experience with successful recruitment and retention strategies.
· Experience collecting, analyzing and using data effectively to make decisions, establish metrics, track and assess progress and outcomes.
· Experience and exposure to working in partnership with faculty and faculty senate to participate and formulate strategies for success.
· Budget management and strategic resource allocation experience.
· Experience moving the needle on building a culture of support for students, faculty and staff.
· Experience and knowledge of infusing diversity into university life, academic programs, and recruiting and working with diverse populations in an academic environment.

Knowledge Skills and Abilities :

· Knowledge of the application of technology in the classroom and throughout the administrative infrastructure of a university.

· An ability to build consensus among internal and external constituents.
