Porterville College is seeking a faculty member for a Career Education (CE) Counselor Instructor, contingent upon funding (COF) for Porterville College location. History of Porterville College:

Porterville College was established in 1927 as a part of the Porterville Union High School and College District and has been a unit of the Kern Community College District since July 1, 1967. Porterville College is the northernmost college in the Kern Community College District, which serves an area of some 24,000 square miles in all or portions of Kern, Tulare, Inyo, and San Bernardino Counties.

Porterville College is a federally designated Hispanic-Serving Institution (HSI), providing educational opportunities for approximately 4,500 full and part time students each year. Our College has been serving the community and providing quality education since its founding.

Porterville College was recently the recipient of the MacKenzie Scott Foundation award and recognized as one of the “Teams Empowering Voices the World Needs to Hear”

About the Porterville Community:

Porterville lies against the foothills of the Sierra Nevada Mountains in southeast Tulare County. It is the gateway to a vast mountain wonderland and recreational area. Residents enjoy magnificent views of snowcapped mountains in the mild winter while basking in the sun during the hot summer months. There are recreation activities at Lake Success, plenty of outdoor activities in the mountains, and ample family activities year-round and

Porterville is centrally located between southern and northern California metropolitans, with a three-hour drive to Los Angeles and a four-hour drive to San Francisco. It is within three hours commuting time to the seashores of the Pacific. With the lower cost of living and central location in California Porterville is a great area to live.

Representative Duties
The Counseling and Advising department provides a wide range of support services and instruction to the general student population. The mission of the Counseling and Advising department is to foster and promote the academic, personal, and social development of students by providing a wide range of services to help them resolve personal difficulties and acquire the skills, attitudes, and knowledge that will enable them to be successful. The College seeks a full-time faculty member in Counseling. The ideal candidate will share the College's commitment to educating a racially and socioeconomic diverse student population. The Porterville College Counseling and Advising department consists of experienced and professionally trained faculty who work with students concerning educational goals, career planning, student success strategies, transfer to four-year institutions, and other academic and personal issues affecting student success. The department includes Counselors who work as General Counselors and those who work in specialized services to targeted groups of students.

This position will provide leadership to targeted student cohorts, general student populations, participate on committee assignments and other academic and institute support activities. Counselors participate in planning, implementation, and evaluation of educational programs, courses, and other experiences that will directly result in the educational growth of the students and support advancement of the visions, missions and values of the college and District. Counseling is an integral position to help students establish academic, personal, and career goals, which provides motivation to establish and stay on clear pathways to success. The Counselor provides expertise, initiative and leadership to design solutions and help students to overcome and/or remove whatever factors exist as barriers to their possible success in the areas of academic, vocational, or personal achievements and successfully plans for educational or career goals.

Under the Direction of the Dean of Student Success and Counseling or designee and the Dean of Instruction, the Counselor assists students to fulfill their maximum potential; assessing student learning outcomes; maintains a thorough and up-to-date knowledge in their professional responsibilities; utilizing current technology in the performance of job duties; maintaining standards of professional conduct and ethics appropriate to the professional position; assisting with curriculum review; serving on college committees and participating in faculty governance. The candidate may be expected to provide teaching strategies for college success and career search related courses, depending on experience, background and institutional need. This position may include a combination of day and evening assignments, weekend outreach events and is being offered by a college strongly committed to the “open door” concept serving diverse student population.

Essential Duties and Responsibilities:

  • Provide academic, career oriented, and personal counseling following the student journey.
  • Provide comprehensive education advisement to enrolled students; including regular meetings with students to establish and maintain on-going relationships.
  • Develop and conduct workshops relevant to student success and completion.
  • Meet with prospective and continuing students to develop comprehensive student education plans.
  • Assist students with time management, study skills, and other success strategies.
  • Provide support for general and cohort student populations through a case management model.
  • Knowledge of the California Community College's state-mandated matriculation policies, procedures, regulations, and articulation agreements.
  • Commitment to working effectively and harmoniously with colleagues in an environment that promotes teaching, learning, and service to students.
  • Provide students with the highest level of customer service through effective phone, virtual, and video communications.
  • Ability to use computer databases to retrieve student, college, and career information.
  • Provide professional learning workshops for staff, faculty, and community.
  • Provide support for students for issues impacting retention, persistence, and academic success and referring students to resources as appropriate and necessary.
  • Provide services to meet students' education goals such as degree or certificate, transfer, vocational, skills building, and/or professional development.
  • Identify barriers to student success, develop action plans to focus on completion, track and communicate opportunities to increase a student's awareness of self-efficacy and agency.
  • Provide personal counseling to students, as appropriate, regarding assistance with interpersonal relationship issues and problems, development of interpersonal communications skills, clarification of values and goals, psychological and/or behavioral difficulties, development of decision-making skills, chemical dependency problems, gender/sexuality issues and concerns, health problems and concerns, and/or other problems and concerns.
  • Serve as liaison and lead for Career Education (CE) student success initiatives.
  • Work directly with CE student populations to support them in achieving academic goals and provide counseling and advising services.
  • Participate in recruiting and articulation activities with local schools, other community college, four-year colleges, community agencies and employers.
  • Demonstrate versatility in instructional methodology and technology and the ability to serve diverse student populations.
  • Participate in participatory governance on Porterville College committees, ad hoc panels, constituency groups, and/or work groups.
  • Advise, assist and evaluate student performance and learning outcomes.
  • Maintain and submit accurate student records in a timely manner as required.
  • Provide educational guidance to assist students in making decisions regarding program pathways and occupations/career goals along the student journey and guided pathways framework.
  • Participate in program activities, including program planning, new teaching and learning methods, and resource development.
  • Provide support for students for issues impacting retention, persistence, and academic success and referring students to resources as appropriate and necessary.
  • Demonstrate a strong commitment to professional development and continued innovation and improvement of successful academic counseling and support by continuously advancing current knowledge in academic counseling best practices.
  • Knowledge of and skill in use of computer technologies of educational purposes, including computer-based learning.
  • Commitment to the counseling profession, its goals and ideals, and enthusiasm for the mission of Porterville College.
  • Demonstrate the understanding of the community needs for student success in career education.
  • Provide students with access to industry needs and be proactively engaged with industry partners.
  • Work with underrepresented populations addressing achievement gaps and retention.
  • Fulfill the professional responsibilities of a full-time faculty member including, but not limited to the following: meet all scheduled appointments unless excused under provisions of Board Policy; follow department course outlines; keep accurate records of students' enrollment; attendance and progress, post and maintain office hours; participate in departmental meetings and college wide activities and committees as assigned.
  • Update course materials and course outlines of record. Develop, maintain, and assess student learning outcomes.
  • Maintain a current syllabus and provide current course orientation materials for each assigned course.
  • Post and maintain scheduled office hours.
  • Evidence of commitment to professional growth and service with may include, but is not limited to presenting workshops, attending conferences or training, development of curriculum and instructional materials, membership in school/college committees or production of classroom-based research, membership in professional organizations; curricular redesign and development, intervention and crises support teams, recruitment, orientation activities, etc.
  • Contributes to development of program policies and procedures.
  • Ability to communicate and collaborate effectively and professionally with the campus.
  • Maintains appropriate standards of professional conduct and ethics.
  • Participate in college professional or shared governance committees and in departmental activities such as student success, student equity efforts, and guided pathways.
  • An equity-minded counseling approach focused on creating a welcoming and inclusive space that support student engagement and success.
  • Outreach to Career Education (CE) courses each semester to discuss CE related programs and activity opportunities.
  • Experience working with academic, learning, and career assessment instruments.
  • Perform other duties as assigned.


Minimum Qualifications

Possession of a master's degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, career development, marriage and family therapy or marriage, family and child counseling,

OR, the equivalent (NOTE: A bachelor's degree in one of the listed degrees and a license as a Marriage and Family Therapist (MFT) is an alternative qualification for this discipline.)

AND

A demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

OR - The equivalent. Certain combinations of education, experience, and other accomplishments in the field may be judged as equal to the stated minimum qualifications for these positions.   • Higher education community college counseling experience and developing student educational plans. Experience in a leadership capacity.

  • Expert in Career Education (CE) and knowledge in other academic areas.
  • Experience working, participating, and supporting Guided Pathways efforts.
  • Demonstrated knowledge of the implications of the Hispanic Serving Institution designation for institutional, departmental and instructional practices.
  • Experience in developing new courses.
  • Ability and willingness to work effectively with community support groups, college committees, and other campus organizations and to be involved in co-curricular and extra- curricular activities.
  • An understanding of the advantages and challenges for developing a quality academic program at a rural community college. Ability to communicate effectively and work cooperatively with others in a team environment.
  • Ability to deliver instruction using strategies designed for diverse learning styles. Demonstrated ability to design goals and assess learning outcomes.
