SUMMARY:
The Financial Specialist II, under general supervision, is responsible for grants and contract accounting, including compliance with state and federal regulations, tracking purchasing/billing approvals, performing reconciliations, new account setups, and closeouts. Assists with various reporting responsibilities.
DUTIES & RESPONSIBILITIES:
- Assists with the implementation of financial policies procedures for grants and contracts to ensure compliance with funding agency guidelines as directed by the Project Administrator Manager.
- Assist with preparation of audit schedules, financial statements, and statistical data related to the annual audit and Annual Financial Report (AFR).
- Performs accounting functions necessary to maintain the financial accounting management information system (FAMIS), the uniform statewide accounting system (USAS), and the accounting entries for the payroll system (Workday) as related to federal, state, private and other grants.
- Responsible for the fiscal integrity of the general ledger accounts related to grants. Prepares and enters journal entries, voucher corrections, cash receipts, and other necessary journal entries into the financial accounting system.
- Provides interpretation of financial transactions recorded in FAMIS to grant stakeholders on campus, as requested.
- Prepares and distributes periodic financial reports, financial statements, and consolidations of various accounting reports in accordance with applicable federal and/or state rules, regulations, procedures and guidelines.
- Performs periodic reconciliation, re-budgeting, and grant closeout functions.
- Establishes grant projects in the MAESTRO, establishes FAMIS grant account and any related cost share and indirect cost accounts.
- Evaluates and monitors the indirect cost rate applied to various grant awards, ensuring consistency and adherence to Texas A&M University System policies, Texas A&M University-Commerce rules and procedures and externally negotiated rates.
- Submits invoices and requests cash reimbursements to various sponsoring agencies related to grant expenditures.
MINIMUM REQUIREMENTS:
- Education: High school diploma or equivalent combination of education and experience.
- Experience/ Knowledge/ Skills: Five years of related experience. Knowledge of word processing, spreadsheet, and database applications. Strong verbal and written communication skills. Strong interpersonal and organizational skills.
- Ability to: Ability to multitask and work cooperatively with others.

PREFERRED EDUCATION / SKILLS/ EXPERIENCE:
Bachelor’s degree in Accounting, Business Administration or related field. Experience in grant accounting . Prior related work experience at a higher education institution.

Supervises Student worker(s), and Graduate Assistant(s)
