Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.:

  • Bachelor’s Degree
  • OEO manages hundreds of complaints every year. This position requires an individual who exercises sound judgment and critical thinking, is immediately prepared to deal with a variety of complex issues and has experience dealing with difficult situations in a highly complex organization. Demonstrated knowledge of policies and regulations that pertain to applicants, students, faculty, and staff including Title VI and VII of the Civil Rights Act of 1964; Americans with Disabilities Act; Section 503/504 of the Rehabilitation Act, Age Discrimination in Employment Act, Vietnam Era Veterans’ Readjustment Act, Title IX of the Educational Amendments of 1972, and any other state/federal anti-discrimination regulations.
  • Knowledge Training in conducting investigations and/or internal audits, preferably through a nationally recognized organization General understanding of Title IX, Title VII, ADA, Equal Employment Opportunity Commission Guidance, and Office for Civil Rights Guidance
  • Advanced communication skills to clearly and effectively communicate information to diverse
  • internal and external audiences, client groups, and all levels of management. Excellent written and verbal communication skills. Must be able to produce a well-written investigative report based on sophisticated logical reasoning and high level of analytical thinking.
  • Demonstrated experience with establishing and maintaining professional working relationships
  • and interpersonal skills.
  • This employee must have the ability to communicate clearly in person, by phone, e-mail, written communication, and various reports and letters required for this position.
  • Must be able to travel, operate a motor vehicle, and be away from their home or office for periods of time when attending meetings, trainings, and conferences.
  • The employee may be required to perform handling activities with lightweight or easily moved items (e.g. books file folders, boxes of office supplies, small machine parts, etc.); perform moving activities for brief periods; operate light equipment; perform repetitive motions for brief periods.

Preferred Qualifications:

  • Advanced Degree, including degrees in Public Administration, Human Resource Management, Law, Higher Education Administration or related fields
  • Training design and delivery
  • Content management system experience
  • Bilingual Spanish-English

Job Description:

Responsible for compiling, preparing and managing departmental compliance documentation. Responsible for ensuring compliance with relevant regulations.

Job Duties:

  • The position above is the Senior Investigator is responsible for assisting the Director with the overall management of the office, including developing, interpreting, and advising on university policy. The Assistant Director works with more autonomy than the Compliance Specialist. The Compliance Specialist operates with little autonomy, however they are relied upon to make policy-based decisions with little guidance and oversight. Additionally, Compliance Specialist perform more administrative duties such as the intake process.
  • In accordance with university policies and procedures, lead independent and unbiased investigations, and draft memoranda of findings and recommendations for university leadership. Investigation duties will include, but not limited to: develop an
    investigation plan, analyze complaint to identify allegations, interviewing complainant and respondents, identify and interview witnesses, identify and collect relevant documentation, appropriately document interviews and other investigation findings according to the
    OEO investigation process format, and analyze information gleaned from investigation to determine findings. Report detailed written analysis and findings from complaint
    investigation to the Director in accordance with applicable legal requirements and the OEO&TIX investigation process format Complete, accurate, defensible investigative reports that thoroughly analyze the applicable university policy to determine, whether, based
    on a preponderance of the evidence, if the policy has been violated.
  • Maintain relevant certifications and/or complete assigned annual professional development/training to support the development and delivery of trainings and educational programs to the Texas State community on University policies and procedures related to protected sexual harassment, discrimination, sexual misconduct, and inform these constituents about the complaint procedures and investigative processes.
  • Assist with creating, maintaining, analyzing and reporting data Support the mission of upholding a positive learning, working, and living environment, by participating in campus committees, as determined with supervisor
