Position Summary

Under minimal supervision, the Deaf and Hard of Hearing (DHH) Counselor will provide oversight, leadership, and operational development and coordination for the DHH program and hourly interpreters. The incumbent will assess the skill level of hourly interpreters based on certifications and language proficiency assessments in order to make placement decisions based on client needs.

The Deaf and Hard of Hearing Counselor will also provide support, direction and coordination to individuals providing interpreting and support related services for Deaf and Hard of Hearing clients. This position will also lead in-service training and coordinate the recruitment of new interpreters. The incumbent will build community connections and networks within the deaf and hard of hearing community.

The DHH Counselor will also ensure that DHH students receive services and accommodations appropriate for their disabilities, in order to provide equal access to the university’s educational resources. The incumbent is the primary point of contact for a caseload that includes DHH students that may also have a full spectrum of disabilities, including visual and motor impairments, hearing loss, cognitive and psychological disabilities.

The DHH Counselor will also review documentation, assessing the need for authorizing accommodation, serving as an information resource for students, faculty and staff in matters related to DHH disabilities, legislation and best practices. The incumbent will function independently regarding cases of high complexity, with opportunities for consulting with supervisor, SDS Lead Counselor and other professional staff as needed.

This position is expected to perform as needed interpreting services for the DHH population at the university within the classroom and for campus-wide events.

This is a full-time (1.0 time-base), benefits eligible, permanent/probationary position. This position is designated exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday – Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.

The individual hired into this role will work on campus at SDSU in San Diego.

Department Summary

Student Disability Services (SDS) in the Division of Student Affairs and Campus Diversity provides a full range of accommodations and services to nearly 2,600 students with physical, psychological, and learning disabilities, facilitating equal access to the educational process. This is accomplished through direct service support, review of campus accessibility, adaptive technology, assessment, test accommodation, and a variety of other services. Accommodations vary according to types of disabilities, and may include sign language interpreting; provision of alternative formats, such as electronic text or Braille; computer-assisted real-time captioning; test accommodations; advising; assistive computer technology; cart transportation services, and numerous other services. Provision of these academic support services, technology and advocacy promotes the retention and graduation of students with disabilities at SDSU.

Education and Experience

Experience:

Possession of these knowledge and abilities is typically demonstrated through the equivalent to four years of progressively responsible professional student services work experience which includes experience in advising students individually and in groups, and in analysis and resolution of complex student services problems. A master’s degree in Counseling, Clinical Psychology, Social Work or a job-related field may be substituted for one year of professional experience. A doctorate degree and the appropriate internship or clinical training in counseling, guidance or a job-related field may be substituted for two years of the required professional experience for positions with a major responsibility for professional, personal or career counseling.

Education:

Equivalent to graduation from a four-year college or university in a related field plus upper division or graduate course work in counseling techniques, interviewing and conflict resolution where such are job related.

Key Qualifications

Thorough knowledge of Deaf and Hard of Hearing policies, procedures and practices for services and accommodations.
Excellent working knowledge of the Americans with disabilities Act, Sections 504 and 508, of the Rehabilitation Act of 1973, as amended in 1998, FERPA, and other relevant state and federal laws and codes.
Ability to interpret medical and psycho-educational documentation in order to determine eligibility for disability accommodation.
General knowledge, acquired through a combination of education and experience, of the principles, practices and procedures related to disability services delivery in institutions of higher education. Professional education, experience, intelligence, and initiative to sustain highly complex, independent case management.
Knowledge of emerging educational and computer technology and applications in the higher education environment sufficient to authorize the use of technology suitable for a variety of disabilities.
Master’s degree in a field related to job responsibilities is preferred.
Work experience in disability services at the postsecondary level.
Fluency in using Microsoft Office, Google Suite, and database management systems.
Working knowledge of assistive technology hardware and software, as well as standard computer hardware and software.
Superior oral and written communication skills.

Licenses/Certifications Required

Must possess and maintain skills certification in both interpreting and transliteration from RIF or possess and maintain NIC Advanced (National Interpreter Certification) certification issued by the National Registry of Interpreters for the Deaf (RID) or comparable certification.

Compensation and Benefits

Starting salary upon appointment is not expected to exceed $6,018 per month.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
