General Description: 

This position provides leadership for Center for Industrial Services (CIS) programs that provide training and consulting services to economic development organizations, communities, businesses and industry.  The position facilitates communication and collaboration across Institute for Public Service (IPS) and CIS functional areas; represents CIS at economic development meetings and other events; and makes presentations to economic development groups, funding agencies and related organizations.   

 

The position develops and maintains relationships with funding agencies and professional associations; ensures that grant and program certification requirements are met; and identifies and pursues new funding sources.  The position works with team members to deliver economic and workforce development programs, including the Tennessee Certified Economic Developer (TCED) Program; provides instructional and consulting services to clients; and works with team members and other IPS and CIS teams to effectively market services. 

 

Duties and Responsibilities: 

Leadership (35%)  The program leader facilitates communication and collaboration across team and functional areas; represents CIS economic development programs at economic development meetings and other events; and makes presentations to industry groups, funding agencies and other related organizations. The position develops and maintains relationships with funding agencies; ensures grant requirements are met; and identifies and pursues new funding sources.   

 

Program Delivery (45%)  The position works with team members and allied partners to develop and deliver economic and workforce development training programs to economic development organizations, communities, and business and industry. The position develops relevant and innovative content for economic and workforce development training. The position provides consulting and instructional services to clients and works with team members and other CIS and IPS teams to effectively market services, secure participation and achieve program goals. 

 

Administrative (20%)  The position develops and manages team and program budgets; reviews and approves team expenditures and team member travel; ensures that expenditures are within budget and meet university and grantor spending guidelines; completes and submits reports for university and funding agencies; develops performance expectations for team and team members; conducts performance reviews for team members; and recommends actions for improvements. 

 



Qualifications
Required Qualifications:  

Education:    

Bachelor’s Degree in Economic Development, Business, Communications or related field required. 

Master’s Degree in Economic Development, Management, Marketing, Business or related field preferred. 

Economic development certification (CEcD or TCEcD) strongly preferred. 

  

Experience:   

Minimum six years’ experience in developing, marketing, and delivering economic development programs directed toward existing industry and regional capacity building required.  Strong communications and presentation skills required.  Workforce development experience and seven to ten years’ experience preferred. 

 

Skills:    

Knowledge and understanding of economic and workforce development trends and issues   

Ability to build effective collaborative relationships with CIS and IPS teams and partnering organizations   

Ability to develop effective training and consulting programs for CIS customers  

Knowledge of University operating practices and procedures  

Ability to provide supervision for experienced, professional team  

Ability to understand and comply with federal and state grant requirements   

Thorough knowledge of budgeting, performance measurement practices and performance improvement  

Demonstrated communication skills, including presentation, writing and listening 

Proficiency in Microsoft software and other CIS software applications
