Frostburg State University (FSU) Office of the Provost seeks a dynamic and experienced strategic operations professional to join the Academic Affairs team. Reporting to the Provost & Vice President for Academic Affairs, the Assistant Vice President for Strategic Operations (AVPSO) is a member of the Provost’s senior leadership team and is responsible for leading ongoing and new efforts to strategically leverage data and technology to advance the University’s mission by engaging all FSU divisions with academic affairs units to attain university’s highest priorities. The AVPSO will work collaboratively with the Provost’s leadership team and all Academic Affairs unit heads. The AVPSO will serve as a champion for a data inclusive culture within the Office of the Provost and provide the vision and leadership for developing and implementing information and technology strategies and initiatives throughout the office. The AVPSO will lead planning and implementation of high priority projects that optimize Institution Effectiveness and Student Success. In addition to leading regional accreditation efforts in collaboration with Assistant Vice President for External Relations and Fiscal Management, the AVPSO will function as a thought leader, advisor, and integrator in support of the Office of the Provost and FSU’s mission, vision, and values in the development of goals, strategic initiatives, objectives, policies, and procedures.
Responsibilities:
- This position directs and oversees strategic and operational activities, initiatives, and projects for the Provost Office. This position interacts with the functional units regarding initiatives and projects, employee engagement, and organizational development. Assists in the resolution of administrative matters, objectives, policies, and procedures for the Office of the Provost. This position engages in high-performance, leading-edge, innovative practices. This position will oversee and maintain regional FSU accreditations, approvals, and licensure of institutional programs. In this area, that AVPSO will work closely with the Assistant Vice President for External Relations and Fiscal Management who oversees regional accreditation efforts for the University. Provide leadership for all analytic aspects of the work performed in the Provost Office. Develops metrics to measure strategic planning success. Evaluates administrative support structures and recommends improvements and reorganizations. Aggregating metrics and other operational activity reports for Senior administrative decision-making and evaluation of operations. Work closely with various operational departments across the FSU community to ensure that pertinent data is accurately captured in the FSU Management system and relevant policies and guidelines are adhered to. Drive operations and compliance strategy by assessing risks, noting opportunities for expansion/change, setting overall goals and metrics, and proposing projects or systems to enhance efficiency. Evaluate existing available analytic tools and make recommendations regarding their utility and appropriate use. Serve as department expert on these tools and ensure optimization of their use. Possesses expertise and provides strategic direction and oversight for the design, development, operation, and support of systems, including enterprise architecture management, application management, data management, security and risk management, and infrastructure and operations support management. This position will lead the unit’s development and management of data analytics and customer insights to deliver robust strategic recommendations. By leveraging primary and secondary research, this role will extract actionable insights to ensure competitive position, increase performance and support consumer preferences. Lead advanced analytics and sophisticated model development as required by the priorities of the department to tell a story and present industry trends and strategic imperatives for FSU. Identify, analyze, and interpret data as well as trends or patterns in data sets and provide comprehensive reports for the Provost and Executive Team.
Minimum Qualifications:
- Master's degree with a minimum of 10 years of strongly related experience with increasing levels of responsibility in higher education Increasingly progressive information and/or technology experience and leadership in higher education Strong background in data management and analytics, data standards and security, business process design, report development, testing, and support of advancement information systems in higher education Excellent communication, leadership, and listening skills, as well as the ability to work effectively and communicate (verbal and written) with all stakeholders A creative and progressive thinker who is proficient in establishing a new course of action, then work with others on implementation Ability to establish goals, promote accountability while being supportive in meeting set goals Comfortable making unpopular, yet necessary and tough decisions Experience with flexibility developing strategies that address the varying needs of numerous constituents in order to develop agreed upon strategies that are in the best interest of FSU Values the importance of developing and maintaining positive working relationships and promotes a team philosophy

Founded in 1898, Frostburg State University (FSU) is a comprehensive, regional Master's university located in the scenic highlands of Western Maryland. FSU is the only four-year public institution in Maryland west of the Baltimore-Washington metro area and serves as the premier educational and cultural center for Western Maryland and surrounding counties in Pennsylvania and West Virginia. The final phase also includes an expanded planetarium and state-of-the-art venues for FSU's television and radio stations.
