Job Summary:

  • Do you want to join a great organization and make a difference? Are you strategic minded and a problem solver? The College of Professional Programs at Eastern Washington University seeks an experienced College Financial Officer.
  • Reporting to the Dean of the College, the College Financial Officer is an integral role in leading a wide range of fiscal and biennial budgetary, personnel, and administrative activities. The position serves as a leader in planning, advising, training, developing, administering, controlling, and implementing a diverse portfolio of business operations, finance and budgeting, human resources, payroll and benefits, and travel services related to the College of Professional Programs (CPP). The position provides guidance and direction to college administration on the management of faculty and staff on all phases of budget development, preparation, monitoring and management; assists in projection of budget needs and provides data on current and prior years’ expenditures; and assists the Dean in strategic planning for the college.   • Must be able to work occasional nights and/or weekends to fulfill special projects and events, have a valid Driver’s License and access to a personal vehicle for occasional local travel to meetings as needed. Mileage reimbursed at state rates.

The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

Required Qualifications:

  • A Bachelor’s degree in business administration, accounting, economics, or a related field and five (5) years or more of progressively responsible experience directly related to the duties and responsibilities assigned, which includes at least three (3) years or more of managerial experience. A Master’s degree in a related field may be substituted for up to one (1) year of the required experience.
  • Progressive experience using financial and quantitative tools for modeling, analysis and reporting, and the ability to think strategically and analytically, solve problems and make solution-oriented recommendations and decisions
  • Exceptional skills with MS Office Excel, Word Outlook, PowerPoint
  • Demonstrated experience with databases, developing queries and reports
  • Experience with application of accounting principles and knowledge of building a budget and budget review
  • Experience leading or providing multi-department budgeting and strategic planning
  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal accessibility, of our students, faculty, staff, and the public

Preferred Qualifications:

  • Finance or budgeting experience in higher education
  • Knowledge of Public University or State appropriation, budgetary, and accounting systems
  • Certified Public Accountant (CPA) or Master of Business Administration (MBA)

Finance and Budgetary Oversight:

  • Plans, develops, manages, oversees, monitors, and reconciles college’s budgets including direct interaction and decision making with department chairs and program directors.
  • Provides guidance to leadership and departments in development, implementation, and monitoring of institutional and biennial budget requests.
  • In collaboration with the Dean, identifies college available funding resources, budget, current utilization, and future funding needs that are prepared and presented to Academic Affairs.
  • Collaborates with the Dean to identify areas for budget revisions/adjustments; and calculates various budget scenarios; and makes recommendations.
  • Develops and examines the College’s budget reports for accuracy and disseminates the financial reports to department chairs and staff.
  • Creates cost analysis and forecasts budgetary needs for the college or departments based on budget drivers, spending trends and revenue flow in state and self-support budgets.
  • Updates the Dean of budget availability, encumbrances, commitments, and internal or external funding requests for the college. Communicates Dean’s decisions and requests to university administration on budget and fiscal matters, as appropriate. Serves as the principal advisor to the Dean and department Chairs/Program Directors on financial and administrative operations.
  • Coordinates with the Dean and Academic Affairs to ensure appropriate funding for college personnel requirements.
  • Identifies budgetary concerns and recommends solutions.
  • Monitors EWU Foundation fund balances and approves expenses as appropriate.
  • Generates college-wide funding distribution model for all college self-support programs.
  • Provides budgetary support for grants and contracts.
  • Participate in strategic planning and program management decisions, specifically providing a fiscal lens as part of management team.
  • Develops or reviews budgets for grants, revenue generating programs both on-and-off-campus including projections and actual revenue and expenses.
  • Develop and approve all fund transfers and monitor changes to department budgets.
  • Administer budget for personnel hiring and preparation of Personnel Action Forms (PAFs). Ensure positions have adequate and sustainable funding plans.
  • Train and develop department staff on fiscal matters and oversee department budgets. Recommend and provide primary assistance to Dean and department chairs/staff in the development of budget requests and budget reductions.
  • Advise and disseminate information related to policies and procedures and provide budget and workload analyses for departments/programs when needed. Monitor and report Overload and Exceptional Overload situations.

  • Prepares Payroll Action Forms (PAFs) to compensate college faculty.
  • Examines bi-monthly payroll report and monthly Comprehensive Budget Level reports to ensure appropriate budget level of positions and accuracy of payroll transactions.
  • Assists in administering personnel practices and procedures. Reviews information, analyzes and provides counsel and recommendations on areas for improvement.
  • Represent Dean to departments and other administrative offices. Coordinate and supervise a variety of administrative assignments.
