Position Summary:

The Director of Facilities Operations & Maintenance is an experienced person that manages a team of HVAC Mechanics, Electricians, Plumbers, Locksmith and Carpenters to maintain and improve the quality of the University facilities. This position provides technical guidance and management regarding the inspection, installation, maintenance, repair, and modification of all building related systems. Working with the AVP for Facilities Services and the Facilities leadership team to effectively and efficiently administer the university’s building operations, maintenance, and facilities recapitalization programs. Lead trades staff, vendors and contractors in the facilities maintenance and operations mission within the financial resources available to high quality outcomes.

Essential Job Functions and Responsibilities:

Operations & Maintenance

  • Work with the management team to develop and implement programs designed to integrate safety, quality, and productivity, resulting in an enhanced client experience for the campus community.
  • Provide leadership for Facilities MEP, Carpentry, Lock shop and trades staff in daily operations, working with shop to complete all work assigned to the shops.
  • Facilitate the selection of contract services, vendor negotiation of service agreements, and day-to day monitoring of vendor performance to assure full compliance with standards established within the service agreement.
  • Using the Computerized Maintenance Management System (CMMS) SchoolDude, track work requests involving maintenance work, preventative maintenance programs, customer work requests, emergency repairs and other miscellaneous physical plant related work responsibilities. Track all shop backlogs, working with leads and the AVP, to follow up and help resolve barriers to completing work in a timely manner.
  • Work in close communication with the Work order coordinator assuring assignment of requests to the correct shop.
  • Assure that all emergencies and urgent requests are addressed in a timely manner.
  • Solicit, evaluate and contract with vendors for maintenance work.
  • Evaluate major equipment changes in buildings and identify targeted systems for further investigation of excessive energy or water use and develop corrective actions.
  • Respond to after-hours calls from Security Services for assignment to the appropriate responder.
  • Establishes priorities, and plans and coordinates the day-to-day operations of the division, which is composed of Trades Shops, Locksmith, Mechanical, Electrical and Plumbing Services and all building utilities.
  • Responsible for the development, implementation and control of the division budget and consequent activities. Reviews division equipment needs, prepares reports on equipment status, and develops equipment requests. Manages division material and financial resources.
  • Reviews work assignments, maintenance schedules, service programs, procedures and practices, and makes improvements as needed; develops and directs preventive maintenance programs, procedures and policies.
  • Evaluate qualifications, workmanship, compliance of architects, contractors, and other vendors and make recommendations and decisions in keeping with the best interest of the college.
  • Coordinate projects, the activities of contractors and Facilities Services personnel, communication and collaboration with building occupants to ensure stakeholder buy-in, maximum efficiency and minimum disruption.
  • Communicate schedule, milestones, costs, and status, as applicable, to department managers and supervisors, stakeholders, and campus community.
  • Ensure compliance with applicable local, state, and federal building codes and regulations. Ensure contractor compliance with all applicable fire and life safety codes, building codes, environmental regulations, OSHA regulations, and university policies, and oversee quality control, finish levels, and function of all work performed.
  • Maintain accurate records, including blueprints, CAD files, bids, change requests, value engineering, schedules, payments, correspondence, etc.
  • Work with various committees, groups and task forces, as applicable, concerning campus planning, buildings, and infrastructure.
  • Responsible for developing, implementing, and maintaining a comprehensive building condition assessment and accessibility assessment for campus facilities.

Supervisory Responsibilities

  • Directly supervise Maintenance Mechanics, Electricians, Plumbers, Locksmith and Carpenters, and student staff members.
  • In coordination with human resources and the associate vice president for facilities services, hire, onboard and train direct reports.
  • Determines division training needs and works with section and unit head in developing training programs.
  • Support, mentor and develop direct reports, including establishment of annual goals and evaluation of performance. Provide both positive and constructive feedback, and take corrective action as appropriate.
  • Meet regularly with direct reports and provide encouragement and constructive feedback to support their success. Respectfully hear and consider staff input, ideas and concerns, either directly or via Human Resources.
  • Develop and nurture an effective team that is aligned with university mission and priorities.

Leadership, Teamwork, and Continuous Improvement

  • In support of the mission and strategic goals of the university, the director of operations and maintenance is responsible for working collaboratively to develop, sustain, and continually assess and improve the effectiveness of Facilities Services.
  • Uphold the standards in the university’s Code of Conduct and ensure compliance with university policies.
  • Model professionalism and respect in all interactions.
  • Provide services and support to all areas of the department and campus community. This is accomplished through regular meetings and interpersonal relationships in support of the overall strategic objectives.
  • Identify and participate in resolution of departmental/institutional challenges with continuous quality improvement as a goal.
  • Participate in Facilities Services staff meetings, other meetings, and professional development/training workshops and seminars.
  • Promote and support a professional environment that welcomes students, faculty, staff, and vendors, and enables them to access our services in an encouraging, organized, effective, and helpful way.
  • Other duties as assigned.

Budget Responsibilities

Responsible for overseeing assigned planned major maintenance capital budgets and operating budget(s). Have disbursement authority on assigned budgets up to $1,000. Maintain budget records, review expenses against budget and prepare budget requests above signing authority for approval by the associate vice president for facilities services.

Qualifications:

    Bachelor's degree in Construction Management, Project Management, Engineering, Architecture, Facility Management, or related discipline, plus minimum of three years’ relevant work experience in facilities maintenance, construction or architecture. An equivalent combination of education and relatable experience to perform the essential functions of the job may be considered. A minimum of one year of supervisory experience.Commitment to Puget Sound’s mission.Ability to respectfully work, communicate and provide leadership within a diverse campus community.Valid driver's license.

Preferred Qualifications

  • Master’s degree in Engineering or related field.
  • Certified Educational Facilities Professional (CEFP), Certified Energy Manager (CEM) and/or LEED Accredited Professional certification or Professional Engineer (PE).
  • Wide range of knowledge on environmental, social, and economic, sustainability, and resource conservation issues and controversies and the strategies, technologies, and best practices to solve them.
  • Experience at an independent school, college, or university.
  • The individual must have interpersonal communication skills that enhance working relationships and cooperation with a divergent group of people such as faculty members, administrators, contractors, architects, engineers, drafters, and code inspectors.

Knowledge, Skills and Abilities

    Demonstrated strong organizational, prioritization and management skillsExcellent oral and written communication skills.Strong administrative and computer skills, including strong knowledge of Microsoft Office, maintenance management systems, and databases.Ability to read, interpret, and apply information from files, drawings, schematics, catalogs, laws, procedures, standards, reports, and manuals.Ability to work effectively with minimal supervision, have initiative, and be a self-starter, while also consulting with the associate vice president for facilities services as appropriate and keeping them well informed.Ability to analyze situations and information, consider the risks and implications, and implement a plan of action.Strong working knowledge of building codes, Electrical, Plumbing and HVAC codes, National Fire Protection Association (NFPA) Codes, ADA standards and codes, state/local code compliance, design programs, construction and service standards, customer service, troubleshooting, and maintenance work methods/practices.
Compensation and Benefits:

The range for this position is $85,000 - $100,000 annually. Decisions about starting salaries are made based on the extent and relatedness of the candidate's education and experience and on internal equity and market considerations.
