Responsibilities

This position plays a critical role in ensuring coordination and quality improvement of various key components and initiatives leading to optimizing the delivery of tobacco cessation services throughout Florida in concert with the state's Department of Health (DOH) Bureau of Tobacco Free Florida (TFF) and Florida's Area Health Education Centers (AHECs).

Work with the AHEC Program Directors to develop a strategic plan for the AHEC Network and make recommendations for the development of new or enhanced AHEC tobacco programming and services. Ensure that the AHEC strategic plan aligns with TFF. Conduct regular strategic planning updates with AHEC Program Directors as needed. Work with the AHEC Programs and Centers as well as with the TFF Health Systems Consultant on systems change protocols, standards, and reporting throughout Florida, including trainings on the implementation of referral systems to TFF tobacco cessation services.

Serve as a cessation subject matter expert for the TFF AHEC Cessation Program as directed by the Department of Health and communicate with the AHEC Program Directors to resolve issues and disseminate information related to tobacco cessation. Travel and conduct site visits to the AHEC program offices and centers throughout the state to assure implementation of quality measures in compliance with AHEC tobacco protocols for administration, cessation, training, and system change activities. Evaluate their processes and confirm that they are meeting the requirements of their respective contracts with the Department of Health. Coordinate with the Department and its single registration provider(s) to determine data and information necessary to complete transfer of participant enrollment and data sharing requirements.

Serve as the lead AHEC marketing coordinator in meetings with the TFF Health Communication Interventions Manager and the Department's media vendor on issues regarding the AHEC's media requirements, including local and statewide marketing to promote AHEC tobacco services. Facilitate effective partnerships and information sharing between AHEC Centers and local State and Community Interventions providers. Communicate with the TFF Cessation Manager, Contract Manager, Health Systems Consultant, and contracted cessation health system evaluation vendor to collaborate on activity enhancements of the Tobacco Free Florida AHEC Cessation Tracker system and develop TFFACT trainings, new modules, including administration modules, as needed. Coordinate AHEC data needs, requirements, and feedback with the BTFF and with Bureau's external evaluation vendors.

Schedule and lead weekly meetings with AHEC Program Directors and others as needed to review programmatic quality issues related to the delivery of AHEC tobacco services. Submit quarterly reports containing a detailed description of technical assistance provided and quality assurance-related activities conducted during the quarter within 15 days from the end of quarters one through three to FSU AHEC. Prepare a written analysis of tobacco related services performed under this contract for quarter four and submit it to FSU AHEC no later than July 15 of each contract year.

Qualifications

Bachelor's degree and six years of experience related to health and human services; or a high school diploma/equivalent and experience equal to ten years in the same. (Note: post-high school education can substitute for experience at the equivalent rate.)

  • Experience communicating effectively verbally and in writing.
  • Experience developing and implementing policies, procedures, goals, and objectives.
  • Experience evaluating process effectiveness and developing change or alternatives.
  • Valid State of Florida or Georgia Driver's License, or ability to obtain prior to hire.
Preferred Qualifications
  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
  • Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
  • Knowledge of applicable computer applications and basic computer functions.
  • Knowledge of the principles and practices of project planning, development, and evaluation.
  • Skill in preparing clear and concise reports, policies, procedures, correspondences, and other written materials.
  • Knowledge of the standard concepts, practices, and procedures within medical, health, human services, and counseling programs.
  • Substantial experience working in tobacco treatment.
