General Description
Under the direction of the Superintendent/President, the Provost will plan, organize, coordinate and direct the educational programs and activities of the Hanford Campus in accordance with the District plan and the policies of the Board of Trustees; perform leadership duties in the administration of the Hanford Campus. The Provost has the primary responsibility as liaison with the local community in the assigned service area and will be the campus/community facilitator.

Job Duties
Job duties of the Provost, COS Hanford Campus include:

  • Within the guidelines of the District's academic programs, works with the Vice President of Academic Services and Academic Deans in the development, deployment and appropriate scheduling of instructional programs for the Hanford Campus.
  • Within the guidelines of the District's student services programs, works with the Vice President of Student Services and Student Services Deans to maintain appropriate levels of student services programs for the Hanford Campus.
  • Collaborates with Resolution and Advocacy Team on student related issues.
  • Provide leadership, direction and administrative responsibilities to the Police, Fire, and newly-formed Paramedic Programs.
  • Within the guidelines of the District and district-wide planning groups, and in collaboration with the Dean of Research, Planning & Institutional Effectiveness, provides support on planning and research activities for the building of partnerships and programs in the Campus service area.
  • Works with the Deans of Facilities and Technology Services to oversee the management of facilities and equipment at the Hanford Campus.
  • Within the guidelines of the District administration and finance, consults the Vice President of Administrative Services or designee and appropriate campus personnel; develops the annual Hanford Campus budget, supervises expenditures and maintains fiscal controls.
  • Identifies resources and provides administrative leadership to carry out the day-to-day operations of the campus.
  • In concert with appropriate District administrators, appoints, supervises, directs and evaluates campus classified staff.
  • Establishes and maintains relationships with local school districts and other educational agencies in the Hanford service area.
  • Initiates and maintains community ties for the District, interprets District and Hanford Campus programs to the public and develops local support groups.
  • Serves as a member of Senior Management, Management Council, Deans Council, Instructional Council, other committees, taskforce or workgroups assigned by the Superintendent/President; provides reports to the Academic Senate as needed.
  • Through continued study and participation in professional organizations, maintains an understanding of current ideas, research, and practices pertaining to the areas of responsibility for this position.
  • Establishes and maintains working relationships with government, civic business/industry and educational groups.
  • Participates in local, regional and state activities to promote the Sequoias Community College District and the community college movement.
  • In coordination with the COS Foundation, is involved in fundraising activities for the Hanford Campus.
  • Acts as the Incident Commander for the Hanford Campus Emergency Response Team.
  • Works with enrollment management and accreditation and other duties as assigned by the Superintendent/President or designee.


Qualifications

Minimum Qualifications (Education & Experience):
Any combination equivalent to:
  • Master's degree from an accredited institution.
  • Two years of management experience reasonably related to the administrator's administrative assignment.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, social, economic, cultural, disability, and ethnic backgrounds of community college students.

Desirable Qualifications:
  • Five years of experience managing an academic and/or student service program is highly desirable.
  • Doctoral degree in a related field from an accredited institution.
  • Licenses and Other Requirements:
  • Valid California's driver license.
  • An incumbent must be insurable at the "standard rate" by the employer's insurance carrier at all times while employed in this classification by the College of the Sequoias Community College District.

    • Interpersonal skills using tact, patience and courtesy.
    • Curriculum development at both the course and program level.
    Ability to:
    • Provide leadership, direction, and support to staff involved in assigned programs and services.
    • Communicate clearly in both oral and written form.
    • Develop and implement policies, procedures, and programs related to enhanced use of computer technology in the delivery of services to student.
    • Demonstrate sensitivity to and respect for the diverse academic, socio-economic, ethnic, cultural and disability backgrounds of community college students and staff.
    • Prepare and administer budgets; work on multiple projects; meet deadlines.
    • Stay current with trends and technological advancements in assigned areas of responsibility.
    • Work cooperatively in an environment of participatory governance by maintaining effective working relationships with students, faculty, staff, administrators and community organizations.
    • Interpret, apply and explain the District policies and legal regulations and requirements.
    • Select, assign, orient, train, supervise, counsel, discipline and evaluate performance of direct subordinates.
    • Work cooperatively with other educational institutions and agencies (i.e., universities, Chancellor's Office, other community colleges, county office of education and K-12 schools).

    College of the Sequoias is a two-year California community college offering educational and enrichment programs for the residents of its district in Tulare and Kings counties. The college was established in 1925 and moved to its current 62-acre main campus site in Visalia in 1940.

    In addition to the campus in Visalia, COS operates a full-service center in Hanford that is also home to the college's police and fire academies.

    COS also opened its Tulare College Center in January 2013. It is a full-service college center and the home of COS' agriculture program
