Position Description

This is a temporary professional expert position and continuation of employment is contingent upon approval by the Governing Board.
Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
Under direction, the Adult Education Pathways Manager is responsible for managing and maintaining partnerships with adult schools in the Chaffey College service district, and for implementing strategic adult education initiatives with the West End Corridor Adult Education Consortium.

Responsibilities

  • Collaborate across departments to assist with the planning, implementation, and assessment of the West End Corridor Adult Education Consortium initiatives and goals related to college access for underserved and disproportionately affected adult education students enrolled at adult schools.
  • Establish and manage student support structures for co-located Chaffey College programs at adult schools and/or collocated community sites, including processes for offering appropriate student support services.
  • Collaborate with Admissions and Records regarding usage recommendations and maintenance of streamlined noncredit application and processes for matriculation of noncredit students.
  • Develop and recommend to the Director of Workforce Development, program strategic planning, and maintains administrative unit outcomes for adult education operations and initiatives.
  • Work with faculty and academic deans in facilitating the creation of partnerships with adult school ESL, CTE, and ABE faculty, and ensure curriculum alignment to achieve intentional transition pathways from adult schools to Chaffey College.
  • Establish and maintain program compliance, timelines, priorities, working with key stakeholders to facilitate adult school engagement, including collaboration with High School Dual Enrollment.
  • Develop and prepare program reports, briefs, outcomes tracking, and ensure timely submission of reports and documentation. Collaborate with Institutional Research to conduct surveys and collect data of various program constituents and stakeholders to meet program reporting and other requirements.
  • Coordinate marketing and outreach, recruitment, and related activities to facilitate participation of adult education students in Chaffey college programs, in collaboration with district marketing and public relations department.
  • Manage program and/or project budgets, including monitoring of expenditures, budget planning, forecasting, and reporting.
  • Participate on committees as assigned.


  • Qualifications

    MINIMUM QUALIFICATIONS
  • Master's degree from an accredited higher education institution.
  • Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
  • Demonstrated experience of capability of learning techniques for effectively representing the College in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Familiarity with techniques for providing a high level of customer service by effectively dealing with the public, vendors, students, and College staff, including individuals of various ages, disabilities, socio-economic, and ethnic groups, and working in a collaborative environment.
  • Demonstration of correct English, grammar, spelling, punctuation, and vocabulary to prepare reports, professional correspondence, and presentations.
  • Effectively communicate in person, over the telephone, and in writing.
  • Demonstrated Project and budget management experience.
  • Knowledge of:
  • Knowledge of pertinent federal and state laws, regulations, standards, and requirements concerning residency and financial aid options for community college students.
  • Knowledge of the goals of the California Adult Education Program and the guidelines therein.
  • Understanding of curriculum standards, requirements, interpretation, and application in the development of partnership programs at adult school or co-located community sites.

  • Experience in developing assessment and processes to enhance program outcomes.
  • Background organizing work and building an effective team to meet the needs of the assigned areas.
  • Experience working at off-site locations in intersegmental programs that balance policies and cultures of multiple institutions occupying the same space simultaneously.
  • Experience working with diverse populations and proficiency in multiple languages, especially Spanish.
  • Skilled in problem-solving and conflict resolution in an academic environment.
  • Ability to learn, interpret, and ensure compliance with established standards, laws, codes, rules, regulations, policies, and procedures pertaining to programs under assigned responsibility.
  • Ability to meet change with innovation to promote and meet the College mission.
  • Organizes, plans, and develops new concepts to enhance the programs, analyze outcomes, and prepare clear and concise reports and improvements.
  • Guides and direct others in goal achievement.
  • Learns and applies emerging technologies and, as necessary, to perform duties in an efficient, organized, and timely manner.

    CONDITIONS OF EMPLOYMENT
    This is a full-time, professional expert position with starting salary of Step A, $7,300/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.

    Being able and ready to work in-person with Chaffey students, Chaffey employees, or other members of the Chaffey community/Chaffey partners/Chaffey contractors is an essential function of this job.

    The Selection Process
