Position Summary:

Reporting to the Chair of the Department, the Department Manager will assume responsibility for the administrative management of the Department of Political Science having full managerial authority over the existing, as well as future human resources in the department. The Department Manager is accountable to the Office of the CAO and primary designates with respect to human resources management, financial planning and space planning.

Duties will involve the determination and implementation of effective organizational design, determination of staffing needs whether additions or reductions, and implementing reorganizations and layoffs as required, managing performance, and executing disciplinary actions if necessary, allocation and renovation of space, tactical involvement with capital projects, procurement and management of all information technology needs, health and safety management of departmental labs and research staff including post doctoral fellows and PhD students, the effective management of financial resources (both academic and administrative staff), and administrative management of academic departmental functions.

The Manager will coordinate and assist the Chairs with the resolution of grievances from academic sessional staff and teaching assistants, manage the USW staff grievance process as well as discuss and resolve informal complaints from unionized staff in consultation with Human Resources. The incumbent will participate as a representative of each department in broader strategic management initiatives related to business continuity planning and working with each Chair to develop strategic plans for departmental academic programs.

Essential Qualifications:

Education:

  • University Degree or acceptable equivalent combination of education and experience.

Experience:

  • Minimum five years experience in an academic setting with experience working as a Department Manager, or in a comparable position.
  • Must have a solid understanding of the various complexities and challenges associated with the support of teaching, research and numerous academic and administrative operations where priorities often compete.
  • Experience managing complex Human Resource, Finance and Operations issues.
  • Demonstrated skills and experience managing, leading and motivating staff preferably in a unionized environment.
  • Ability to manage and to interact effectively with highly skilled staff.
  • A thorough knowledge of fiscal and human resources practices and policies and a good working knowledge of environmental health and safety policies and procedures are required for this position.
  • Extensive knowledge of University policies and procedures.

Skills:

  • Computer proficiency and expert level knowledge of Microsoft Office applications, including Word, Excel, PowerPoint, Outlook and Access.
  • Excellent verbal, written and presentation skills are mandatory.
  • Excellent analytical skills with an aptitude for figures; excellent decision-making, interpersonal skills and organizational skills.
  • Demonstrated problem solving abilities.
