General Description
Under the direction of a Dean of Student Services, the Director of TRIO Grant will plan, prioritize, direct and facilitate activities of TRIO grant programs, including but not limited to Upward Bound Math & Science (UBMS).

This is a full-time, 12-month, management position.
This is a grant-funded position. The grant (unless extended) will end August 31, 2027.

Job Duties
Job duties of the Director of TRIO Grant include:

  • Plan, prioritize and oversee the operations, services and activities of TRIO grant programs; initiate and coordinate activities designed to achieve department/program goals.
  • Oversee the recruitment and training of program personnel.
  • Supervise and evaluate program staff to maintain a strong service-oriented program.
  • Identify and work with consultants for planning and/or evaluation of activities.
  • Develop and coordinate orientations, seminars, workshops, and training opportunities consistent with program objectives.
  • Prepare and administer program budgets, prepare cost estimates for budget recommendations and projections; prepare budget reports and summaries on service on and activities of assigned program; control and authorize expenditures ensuring that all established project fiscal policies and procedures are followed; request grant payments as timely as necessary to minimize account balances.
  • Research and write district approved grant opportunities that best serve our local community.
  • Account for any real and personal property acquired with federal funds or received from the federal government.
  • Oversee any final audit performance and establish an adequate system for records retention.
  • Become and remain current regarding Title V and Department of Education policies and grant terms. Oversee the preparation and monitoring of reports relating to the project for both the institution and the U.S. Department of Education.
  • Ensure the timely completion of all phases and project objectives as detailed in the project implementation plan.
  • Facilitate the development and implementation of an effective and objective system of evaluation of the components of the program and their impact on the institution.
  • Maintain a close working relationship with Title V/TRiO staff at within the Region and National network to ensure compliance and completion of grant objectives.
  • Develop and maintain liaison with appropriate federal, state, and private funding agencies; attend and participate in community organizations, meetings and public speaking engagements related to grant programs; attend workshops, seminars and conferences as required.
  • Utilize the District's integrated software in performing the required duties of the position.
  • Plan and organize activities and programs to provide information and assistance to students regarding TRiO programs such as: Upward Bound Math & Science program (UBMS).
  • Conduct meetings to interpret the program to high school counseling staff, instructors, prospective program participants and parents and the general public.
  • Organize and attend weekly meetings to facilitate effective communication between the high schools and the District.
  • Conduct meetings to present program information and services to current TRiO students and their parents.
  • Administer student assessment instruments to determine strengths and weaknesses; collaborate with appropriate staff to score assessment instruments; determine appropriate course placement based upon assessment scores.
  • Review student eligibility criteria using federal regulations to determine student eligibility for various student services programs.
  • Assist with the informal evaluation of student academic records for transfer to four-year schools; review student transcripts to determine completion of transfer course requirements; computer transfer GPA and transfer units.
  • Assist with the development of informational flyers, newsletters and other public relations- social media material.
  • Assists with planning, organizing and implementing the instructional, recreational and social/cultural activities during the academic and summer components of the Program.
  • Plan and coordinate special events such as guest speakers, field trips, workshops, college orientations programs and end of the year celebration events.
  • Monitor each TRiO participant's personal development plan on a weekly basis; follow up on each participant's progress on every prescribed support activity.
  • Identifies and maintains current resources on two-year, four-year and professional schools appropriate to participant's interest; assist students with the completion of college admission and financial aid forms.
  • Train and provide work direction to student workers.
  • Perform related duties as assigned.


  • Qualifications

    Education and Experience:
  • A Master's 's degree from an accredited college or university - preferably in Educational Leadership and Administration, Counseling, Student Affairs, Educational Policy or any other field of student services; and
  • Two years of counseling, teaching or related work experience; and
  • Three years of professional supervisorial experience managing TRIO or other student services educational equity programs serving disadvantaged student populations, such as; diverse low-income, first-generation students, and students with disabilities; and
  • Grant writing experience; and
  • Demonstrated sensitivity to, and understanding of, the diverse academic, social, economic, cultural, disability, and ethnic backgrounds of community college students.

    Licenses and Other Requirements:
  • Valid California driver's license.
  • An incumbent must be insurable at the “standard rate” by the employer's insurance carrier at all times while employed in this classification by the College of the Sequoias.

  • Demonstrate courtesy and tact in dealing with numerous members of the professional and academic communities.
  • Develop and coordinate a variety of programs and activities to identify, recruit and retain students at a community college.
  • Prepare and deliver oral presentations.
  • Provide and coordinate a variety of services and activities to assist students their academic achievement and personal growth.
  • Operate a computer and assigned software.
  • Train and provide work direction to others.

    College of the Sequoias is a two-year California community college offering educational and enrichment programs for the residents of its district in Tulare and Kings counties. The college was established in 1925 and moved to its current 62-acre main campus site in Visalia in 1940.

    In addition to the campus in Visalia, COS operates a full-service center in Hanford that is also home to the college's police and fire academies.

    COS also opened its Tulare College Center in January 2013. It is a full-service college center and the home of COS' agriculture program
