Description of primary duties and responsibilities::

Primary Purpose of the Organizational Unit:

The Budget Office is one of ten departments (Facilities Management, Planning & Construction, Business Services, Controller, Budget, Payroll, Purchasing, Treasurer/Bursar, and Contracts & Grants) within the Business and Finance Division. The primary purpose of the Budget Office is to provide basic information and guidance to all departments/schools and the office of the University. This information concerns the establishment, revision, reporting, administration, and control of budgets as directed by the Chancellor, Board of Governors, Office of State Budget Management and North Carolina General Statutes.

Primary Purpose of the Position:

The primary purpose of the position is to properly account for all Auxiliary funds and trust funds (excluding Foundation and Contracts & Grants). This position will work closely with the Assistant Vice Chancellor for Budget, Financial Planning, and Analysis. The position will assist various account custodians, budget managers and other staff within the Business & Finance Division, preparing and disseminating reports as required. This position is responsible for preparing and presenting budgetary information and guidance to all departments and units of Fayetteville State University regarding funds, except for Foundation and Contracts & Grants.

Detailed Description of Work:
The position will review program budgets and expenditures and approve budget revisions for accuracy and program efficiency. Monitor budgets throughout the year and conduct analyses of spending patterns to identify potential strengths and weaknesses. Independently troubleshoots errors and inconsistencies within the budget and provides recommendations to management for program improvements.
Percentage of Time – 65%Provide consultation to department heads and budget managers in the preparation of annual budget estimates. This position produces a variety of standard and ad hoc financial analyses, including, but not limited to, multi-year budget forecasts, quarterly projections of revenues and expenses, and other reports to provide to resource allocation decisions and internal controls. Perform comparative analysis of budgetary transactions on a monthly, adjust resolve any issue.Financial Monitoring and Management– Trust Funds: Prepare and enter budgets for accounts at the beginning of each fiscal year. Responsible for monthly analysis of approximately 512 Trust Fund Accounts.

Auxiliary Accounts: Prepare and enter budgets for accounts at the beginning of each fiscal year. Perform various financial analyses to determine if the University is following accounting practices that will strengthen financial posture. Evaluate the revenues in all auxiliary accounts and make recommendations as necessary.

Overhead Receipts: Establish budgets in all overhead receipts account, forecast receipts to be generated from the indirect cost rate on all contracts & grants.
Percentage of Time – 20%

Fiscal Management: Analyze and review departmental budgets and expenditures. Analysis of Accounts with Deficits: Conduct detailed financial reconciliation of all non-state non–grant budgets, reviewing monthly the negative balance report provided by the Reporting Accountant (Controller’s Office), analyzing all aspects of budget transactions, identify accounts that have deficits, take appropriate action to correct deficits, by informing Budget Director, departments and/or budget manager to complete budget transfers.

Percentage of Time – 15%

Responsibilities include assisting staff by providing appropriate responses to questions and guidance on financial issues. The position is responsible for research, reconciling, financial analysis, and reporting. The position serves on project teams and committees involving testing, training, and related operational procedure development.

Public Contact – Liaison activities include interpretation of departmental budgets, financial status, reconciliation and correcting budgetary or accounting errors and modifications.Office Equipment Operation – Utilize Banner and BRS daily for data entry, and other computer software to draft memos, letters, and Excel to generate spreadsheet reports when necessary. Complete month-end closing adjustments. Prepare BD-606’s via BRS and analyze budget transfer request and determine if adjustments are one-time or recurring.Files – Proofread reports as needed and assist with report distributions to internal and external users.

Other Duties – Aid the Assistant Vice Chancellor for Budget, Financial Planning, and Analysis on special assigned projects.Cross-train with other staff within the office in all relevant areas to minimize the likelihood of an office shutdown in the absence of key employees.

Minimum Education And Experience Requirements::

Education and Experience Requirement:
Master’s degree 1-2 years’ experience in public administration, business administration, accounting, or related field. ORBachelor’s degree in public administration, business administration, accounting, or related discipline with 2-4 years’ experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Qualifications::

  • Considerable knowledge of spreadsheet development and word processors.
  • Banner, Budget Preparation Systems as well as Cash Management Control System.

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country.
