Job Description:


POSITION: Full-Time Student Accounts Manager: Assistant Director; Student Accounts/Enrollment Services; Haverhill Campus; 37.5 hours/week, Monday-Friday 9am-5pm, Wednesday 9am-6pm (The staff member is required to work one late night a week which is subject to change based on the needs of the office. This position also requires Saturdays and late evenings during peak enrollment periods for the fall and spring semesters); Non-Unit Professional Position


SUMMARY: Lead the management and execution of all student accounts operations; payment plan options and enrollments; student account collection and refunds; student health insurance program; 1098-T student tax form; third party billing: and receivables analyses. Ensures compliance with all applicable Federal, State and College regulations and policies. Maintains and improves procedures for billing, follow-up, collection and accounting for student accounts. Other reasonable duties as assigned.


RESPONSIBILITIES:


Reporting to the Dean of Enrollment Services, the successful candidate will:


  • Serve as a collaborative and active member of the larger Enrollment Services team.
  • Provide leadership, oversight and direction to direct reports to assure goals, programs, activities, and personnel practices are consistent with and contribute to NECC's goals and strategic plan.
  • Conduct ongoing evaluation of department policies and procedures and ensure best practices.
  • Ensures the accurate and timely billing of student accounts in accordance with established business processes.
  • Develop, review, and maintain documentation on business processes.
  • Oversee all billing, payment, and student refund procedures and account inquiries.
  • Manage and review the collection process of delinquent student accounts receivables, and ensures timely submission to collection agencies and MA intercept program.
  • Facilitate the Drop for Non-Payment process.
  • Handle a variety of student account questions and concerns using tact, diplomacy and patience. Works closely with enrollment services staff and program coordinators to research and resolve or redirect student inquiries, disputes and appeals.
  • Advocate for and represent Student Accounts in college-wide planning initiatives, committees and general meetings.
  • Responsible for the operation, maintenance and program enhancement of the automated TouchNet online payment system. Duties include but are not limited to: processing/supervising data input, resolving input errors, building system tables, purging files, testing and implementing new system releases, determining needed adjustments to the system, monitoring feeds to other automated computerized systems.
  • Participate in the maintenance of accurate financial records and reconciliation of the Student Accounts Office records with those of the Accounting Office to ensure complete agreement of billing, receipts, disbursements and outstanding receivable records.
  • Ensure compliance with NECC, State and Federal Reporting & Regulations.
  • Annual 1098-T reporting
  • Administers the student health insurance enrollments and waivers and provides accurate and timely enrollment reporting, premium payments and semester reconciliations.
  • Build, test, and maintain the Banner Student Account Receivable Module (and associated forms and tables) setting up new semester rules, ensuring accuracy of accounts, testing upgrades, and implementing new functions for use with Banner.
  • Works with external bookstore vendor on posting of student charges and credits to accounts.
  • Collaborate with other college departments including Recruitment, Registrar, Accounting, Finance and IT as needed and collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.
  • Provide leadership that promotes professionalism, collaboration and professional growth.
  • Serve as college representative to the Community College Bursar Council and the New England Bursar Association.
  • Maintains and submits required reports to MA Department of Higher Education for the Commonwealth Commitment Program.
  • Other duties/projects as assigned by the Dean of Enrollment Services.


Requirements:


MINIMUM QUALIFICATIONS:


  • Bachelor's degree required and five (5) years related financial experience within Higher Education of which three (3) must have been in progressive supervisory positions.
  • Knowledge of generally accepted banking, billing, collections procedures and accounting principles.
  • Must be able to: research, analyze, and interpret complex financial data.
  • Strong communication skills (written and verbal) and the ability to present information to diverse audiences.
  • Must be able to exercise judgment and discretion as well as handle confidential information.
  • Must be self-motivated; well organized; have ability to problem solve; able to manage multiple projects simultaneously; be able to communicate effectively with students, staff and the community and have a commitment to customer service.
  • Strong time management skills are required.
  • Must be able to step in and provide backup support in critical functions to meet and cover staff absences.
  • Knowledge of Microsoft Office required.

PREFERRED QUALIFICATIONS:


  • Ellucian Banner Student Information Systems experience
  • Bilingual (Spanish/English)
  • Experience working with and supporting a culturally diverse population

Additional Information:


SALARY: Anticipated starting salary range is $70,000 - $85,000 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
