Job Summary: Responsible for implementing campus-wide policies and procedures related to all relevant export control and research security regulations.

Additional Department Summary: The University of Alabama (UA) Office for Export Controls (OEC) seeks an Export Control and Research Security Specialist. This position will report to the OEC Executive Director.

Launched in February 2023, OEC is housed within the Office for Research & Economic Development (ORED), but has a campus-wide mission to ensure export control compliance. Further, OEC oversees UA’s research security program. The mission of OEC is to support the University’s mission of teaching, research, and service by ensuring compliance with applicable export control laws, regulations, and University policies, while fostering an environment supportive of its efforts to cultivate a campus-wide global perspective and extend its outreach on a worldwide scale.

The successful candidate will work with the Executive Director to implement and manage (1) an effective University-wide export compliance program and related processes; and (2) a robust research security program. In addition, the successful candidate will serve as a point of contact for internal and external inquiries regarding compliance with export control regulations, including but not limited to, the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and sanctions programs administered by the U.S. Department of Treasury's Office of Foreign Asset Control (OFAC); and research security matters, including, but not limited to, UA’s classified research program, compliance with National Security Presidential Memorandum 33 (“NSPM-33”) and other federal regulations, and efforts to prevent malign foreign influence.

The Export Control and Research Security Specialist will have the following major duties:

• Work with the Executive Director to implement campus-wide policies and procedures related to all relevant export control and research security regulations.
• Deliver ongoing training, education, and guidance to campus faculty, staff, and students in export control and research security-related matters.
• Assist in the implementation and management of UA’s classified research program.
• Advise members of the UA community on export control issues such as international travel/shipments, deemed exports, and identification/handling of restricted persons.
• Work collaboratively with the Executive Director and other UA units to develop and implement the University’s Research Security Program in response to the requirements of National Security Presidential Memorandum – 33 (NSPM-33).
• Review export control terms and conditions in sponsored program proposals, awards, procurement agreements, and ancillary agreements.

Other Responsibilities include:

• In concert with the Executive Director, conduct periodic quality assurance reviews of export control and research security documents, processes, and procedures; investigate reported or suspected export violations as necessary; coordinate with other internal/external investigations into matters of non-compliance.
• Monitor compliance and assess the adequacy of compliance activities and programs throughout the research area and other campus activities.
• Stay up-to-date on relevant regulatory and policy changes to ensure continued compliance and best practices.
• Participate in appropriate professional organizations such as the Association of University Export Control Officers (AUECO).

To best execute its mission, ORED prefers that all ORED employees work on the campus of The University of Alabama. However, ORED will consider, on a case-by-case basis, a flexible work arrangement for an employee, if such work makes strong business sense for ORED based on the scope of work and expectations for that employee. Prior to any flexible work arrangement, the employee and their direct supervisor(s) and the Vice President will execute a Flexible Work Agreement, per UA policy.

Required Minimum Qualifications: Bachelor's degree and five (5) years of experience in export control compliance, higher education or research compliance; OR Master's degree and three (3) years of experience in export control compliance, higher education, or research compliance.

Additional Required Department Minimum Qualifications: Broad understanding of the compliance requirements of federal, state, and other regulatory agencies. Due to U.S. export control regulations governing information, technology, and facilities accessed during the performance of this work, applicants must be: (1) U.S. citizens or nationals; (2) permanent residents; (3) asylees or refugees; or (4) individuals otherwise described as "protected individuals" according to Title 8 U.S. Code Section 1324b(a)(3)(b). An extensive knowledge of federal and institutional regulations on export controls, including but not limited to EAR, ITAR, and OFAC sanctions and their applications within a research-intensive higher education environment. Commitment to obtaining export control certification specific to higher education industry within one year, as courses are available. Demonstrated ability to conduct comprehensive, detailed analyses of complex regulations, effectively and efficiently assess factual situations under those regulations, and develop appropriate recommendations for action.

Skills and Knowledge: High level of competency with systems applications and databases. Excellent written and verbal communication skills.
Excellent interpersonal and organizational development skills. Proven leadership skills and experience, with the ability to be flexible, tactful, and diplomatic. Well-developed analytical and problem-solving skills; ability to innovate.

Preferred Qualifications: Master's degree in Business Administration, Public Administration, Public Affairs, Engineering, Physical Sciences, related fields, or law degree. Candidates with a J.D. degree; M.S. /Ph.D. degree in a science OR engineering field OR international trade controls. Candidates with direct export control compliance and research security experience in an institution of higher education. Experience in the administration of a classified research program in accordance with the National Industrial Security Program Manual (“NISPOM”).
