Departmental Overview

The Goldman School of Public Policy is a graduate school at the University of California, Berkeley that prepares students for careers in public leadership.

GSPP offers the following degree programs: The Master of Public Policy (MPP) program emphasizes the applied and quantitative dimensions of policy making. The Master of Public Affairs (MPA) focuses on policy management and leadership for midcareer professionals. The Master of Development Practice (MDP) studies innovative and sustainable approaches to international development. GSPP also offers a doctoral program, an undergraduate minor, and several concurrent degrees.

Goldman School faculty represent the top researchers in their respective fields, which include economics, political science, law, social psychology, and engineering. Their expertise ranges from education policy to racial profiling to clean energy. As teachers, they are dedicated to training tomorrow's policy leaders. As researchers, their work is shaping public policy today.

This position is a high-level manager in the Student Services unit of the Goldman School of Public Policy. Reporting directly to the Senior Assistant Dean of Academic Programs and Dean of Students, the individual in this role will supervise staff responsible for recruitment, admissions and academic advising in the Master of Development Practice and Master of Public

Affairs programs. This position will accomplish goals through the supervision and guidance of the other team members and will also lead programs, initiatives and events to further our goals.

This position will place focus on building an anti-racist community and developing programs and practices to further our Diversity, Equity, Inclusion, Belonging and Justice goals. This position will work closely with Goldman School of Public Policy faculty on curriculum and strategic planning for the MDP and MPA degree programs. This position will focus on student engagement and student affairs to ensure that our students are able to thrive in our school community. This position will also engage the alumni community, particularly MPA and MDP alums.

Establishes and implements short-term and long-term program goals and objectives.
    Works closely with the Dean of Students to develop the overall core work processes and metrics of the degree programs to ensure excellent programming and service delivery at every step. Core work processes include: marketing and outreach (U.S. and international) for student applicants, recruitment and admissions, on-campus student support and advising, student engagement and events, and student-alumni relations.

Manages student services and student engagement programs for the Master of Development Practice and the Master of Public Affairs degree programs.
    Provides direction to professional student services advisors on the more complex issues encountered in the MPA and MDP programs. Evaluates the effectiveness of the student services function, and makes changes to the program to provide better service to organizational management, faculty, and students.

Works closely with the Senior Assistant Dean of Academic Programs to oversee student recruitment, admissions, diversity/equity/inclusion/belonging/justice (DEIBJ) efforts, student engagement, academic advising and student-alumni relations and the staff who perform in these functional areas.
    Identifies and refers for resolution intricate student issues/grievances, complex grade dispute issues, and addresses student and academic issues/problems.

Create and implement a strategic set of events to build community among students, faculty and staff and ensure maximum student engagement.
    Supervise staff and students creating and working at these events. These events will include, but are not limited to Student Recruitment Events; Diversity Recruitment Events; New Student & Alumni Gatherings; student-planned Friday Forum monthly events; and Alumni Advisory Board meetings and events. Collaborate, co-lead and co-manage events with the GSPP Events Manager on larger school-wide events such as the GSPP Annual Conference and Alumni Gathering.

Makes decisions on performance, salary actions, hiring decisions and other human resources related issues of managed staff.
    Recognizes issues that have organization impact or future implications and advises employees accordingly. Provides direction to subordinate professional and support staff.

Financial Aid, Human Resources and Budgeting:
    Recommends resolution of sensitive, specialized, and/or complex financial aid issues; and assists with administering fellowship funds. Responsible for assisting the Dean of Students with managing the budget for assigned functions. Participates in program budgeting and accounting processes to support the financial infrastructure of the degree programs. Provides financial oversight and management of key program areas. Identifies and pursues funding opportunities and revenue streams.

Establishes Student Affairs and academic policies and procedures, in consultation with the Dean of Students.
    Advises the Dean and assistant deans on the formulation of GSPP policy including areas needing clarification and identifying solutions; analyzes the consequences of university and GSPP's academic policies and recommends new or changed policies; recommends solutions to organization's problems without precedent. Assesses the MPA and MDP programs' effectiveness, and recommends changes to content, policies and procedures accordingly. Serves on committees representing the MPA and MDP programs, participating in short-term and long-term planning. Participates in professional organizations that provide leadership and skill building in the MDP and MPA degree programs.

Advises campus academic and program managers on the impact of their programs, policies, procedures, and practices on various under-represented minority student groups.
    Recommends modifications to those programs, policies, procedures, and practices.

Required Qualifications
    Advanced knowledge of advising and counseling techniques. Knowledge of and/or can quickly learn common University-specific computer application programs. Knowledge of and/or can quickly learn University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences. Skills in monitoring/assessing people, processes or services, to make improvements. Skills in project management, social perceptiveness to be aware of others' reactions and understanding why they react as they do. Ability in problem identification, reasoning. Ability to develop original ideas to solve problems, persuade others, and lead. Skills in strategic planning, project management, scenario planning are all helpful in managing projects and details for several degree programs. Skills in written and verbal communication and listening skills are important in order to understand complex issues within each program and group of students. Skills in event planning and management are critical. Excellent management and leadership skills. Advanced experience in multicultural competencies. Excellent interpersonal and communication skills and the ability to work effectively across the organization at all levels. Excellent organizational skills. Knowledge of environmental factors that may influence students' well-being. Demonstrated skills in using common desktop/web applications. Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications
    Master's degree in related area and/or equivalent experience/training.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $95,000.00 - $151,400.00.
