About the Department:

The Institute for Transportation Research and Education (ITRE) is an inter-institutional research center administered by North Carolina State University. Located within the University’s visionary Centennial Campus, ITRE conducts surface, water, and air transportation research, while providing professional training and educational opportunities. The Institute serves all 16 statewide campuses in the University of North Carolina (UNC) system and partners with transportation professionals around the globe.

The University of North Carolina, Office of the President, designated ITRE in a Memorandum of Understanding to work in partnership with the Technical University of Lisbon in the area of Transportation and Environment. ITRE became a member of the North Carolina Transportation Consortium in 2002, and was the lead institute for the Southeastern Transportation Center (a USDOT University Transportation Center) from 1989-1995.

ITRE is a university-based institute committed to leadership in the study of surface and air transportation issues through fostering analytical thinking, integrating technology in education and research, serving as a catalyst for problem solving, and cultivating professionals and students dedicated to excellence in transportation.

Essential Job Duties:

The Public Transportation Group strives to improve the effectiveness and efficiency of publictransportation in urban and rural environments across North Carolina and the nation. The primary purpose of this position is to work with other staff in ITRE’s Public Transportation Group to provide technical assistance and data analysis for our clients – the NCDOT and urban and rural public transportation systems.

The Operations Research and Education Laboratory (OREd) at the Institute for Transportation Research and Education scientifically addresses critical school planning issues. Using evidence-based approaches, OREd creates district membership projections, determines the location of new school sites, designs new attendance boundaries, and examines demographic balance.

Day-to-day activities may include working closely with transit agencies and NCDOT personnel, analyzing spatial and tabular data, providing support for data reporting agencies, providing software support for transit agency trip-planning software, and conducting research. The primary work responsibility will focus on collecting, processing, and analyzing public transportation data including operating statistics, GTFS data and origin/destination data with the goal of improving public transportation service effectiveness and efficiency.

This position will also be responsible for service planning, training, programming, geographic analysis, and other tasks. Basic cartographic design principles are essential to the position and the ability to analyze complex transit-related datasets is highly desirable. This position expects that the applicant will, at a minimum, have the technical capacity to clean and analyze large datasets and effectively communicate the analysis results.

The optimal candidate will have a planning background with a working knowledge of the State’s geographic and socio-political makeup, complimenting an understanding of where public transportation needs are greatest. Other skills can be learned on the job.

Minimum Education and Experience:

Relevant post-Baccalaureate degree plus 10 or more years of professional experience in the public transportation and/or school planning industry(ies) analyzing data, writing reports, and making informed policy recommendations to decision-makers.

Other Required Qualifications:

This position requires the ability to prepare and analyze large datasets and communicate results in a professional and clear manner to clients. A candidate needs the technical and personal skills required to:

  • Lead interviews with local municipal and county planners
  • Collect and manage GIS data related to residential development , US Census, and/or transit service
  • Participate in presentations to policy makers about the implications of development trends on local school districts

  • Ability to work with large datasets (>50,000 records)
  • Proficiency with Microsoft Excel, Word, and PowerPoint
  • Ability to work independently
  • Ability to communicate well with project team members and project clients

Preferred Qualifications:

  • Ability to analyze complex transit-related datasets is highly desirable.
  • Proficiency with Microsoft Access, other database software, and/or computer programming.
  • Proficiency with Geographic Information System.
  • Knowledge of and experience with, public transportation operations and planning.
  • Statistical analysis skills for tabular and/or spatial statistics.
  • Experience working and communicating with dozens of stakeholders in the transit industry via email, phone and in person.
  • Public speaking experience.
