SUNY Schenectady County Community College's Office of Human Resources is seeking a full-time Human Resource Recruitment Specialist and Chief Diversity Officer. The Human Resource Recruitment Specialist and Chief Diversity Officer (HRRS/CDO) reports dually to the Executive Director for Human Resources and the President or a designee and is appointed as a member of the President's Council. The HRRS/CDO will work collaboratively with all sectors of the college community to elevate inclusiveness and implement best practices related to diversity, equity, and inclusion. The HRRS/CDO will also coordinate full-cycle recruitment of faculty and non-civil service staff positions to include posting job vacancies, coordinating search committee efforts and new employee appointment process. In addition, the HRRS/CDO will serve as part of a SUNY-wide network of CDS to support SUNY's overall diversity goals. This position requires working collaboratively with all campus offices, including but not limited to Academic Affairs, Administration, Human Resources, Enrollment Management, Student Affairs, Workforce Development, Athletics and Admissions to elevate inclusiveness and implement best practices related to diversity, equity and inclusion in such areas as recruitment and retention of students, faculty and staff.
The HRRS/CDO is responsible for the full-cycle recruitment of faculty and non-civil service staff positions throughout the College. This includes the following duties:
- Maintain job vacancy and recruitment database that records recruitment activity for the professional and Union staff vacancies. Writes and posts classified ads in places appropriate to the open position.
- Coordinates the search committee process for all searches
- Conducts search committee trainings on appropriate hiring procedures, best interviewing practices and maintains accurate and complete recruitment files.
- Coordinates, with confidential secretary, the new employee appointment process to include, but not limited to: drafting required communications, establishing and conducting orientations, completing background checks, creating new employee personnel files.
- Acts as liaison with area employment agencies, prepare and liaise with advertising agencies, process and check advertising agency billings, complete employment verifications and references.
- Continuously improve campus efforts to increase diversity and inclusion in recruitment, hiring and decision-making for campus leadership, faculty and staff through cooperative work with appropriate department heads to develop an employee recruitment and retention strategy.
Diversity, Equity and Inclusion
The HRRS/CDO is responsible for the development and implementation of strategic diversity and inclusion plans at SUNY Schenectady County Community College. This includes the following duties:
- Work with department heads to develop and implement strategic diversity and inclusion plans based on the foundation of the College's Diversity Task Force Report and Chair of the College's Diversity Council.
- Develop a student and employee recruitment strategy in partnership with campus departments that includes programs and activities to foster changes in student and employee populations that are increasingly representative of the diversity of the college's primary service region and New York State as a whole.
- Maintain and update content for the Diversity, Equity and Inclusion Webpage
- Collaborate with Student Affairs on development of student retention and completion strategies with the goal of increasing the rate of completion for all students and closing the gaps where appropriate; thereby addressing the challenges of students in transition (i.e., transfer, stop-out, or international student acclimation, etc.)
- Develop and implement best-practice mentoring plans and strategies tailored to the needs of diverse campus groups of faculty and staff in partnership with appropriate campus departments.
- Develop, implement, and assess a strategic diversity and inclusion plan which will foster a community in which individuals are encouraged to succeed, regardless of race, ethnicity, socioeconomic background, national origin, gender, gender identity, sexual orientation, religion, political affiliation, or age.
- Maintain statistical data on the composition of the college workforce in compliance with the Civil Rights Act of 1964.
- Serve as the College's Equal Opportunity Officer.
- Collaborate with SUNY Administration to create and provide cultural competency programming as a central aspect of the orientation program for new employees and as a regular aspect of professional development for all continuing employees.
- Lead team efforts to develop and implement an evaluation component to ensure that the campus is meeting its diversity and inclusion commitments and activities designed with the overall plan are achieving their intended outcomes as aligned with the campus planning and resource allocation process.
- Remain current on leading Diversity, Equity and Inclusion theory and practice.
- Attend training on Diversity, Equity and Inclusion topics and transfer this knowledge into policies, procedures and practice.
- Ensure compliance with SUNY's Diversity, Equity and Inclusion Policy.
- Collaborate with the Office of Human Resources to provide EEO/AA and diversity and inclusion-related training.
- Perform other duties as assigned.
- Master's Degree in Human Resources Management, Social/Behavioral Science or related field.
- Work experience in developing and leading cultural and policy change efforts related to institutional access, diversity, inclusion, multiculturalism, or education and employment equity, including fluency with current best practices in these areas.
- Work history which demonstrates personal initiative in and ownership of assigned areas of responsibility.
- Five years of experience in a leadership role directly related to diversity, inclusion, equity and social justice.
- Previous experience in recruitment and staffing
- Excellent administrative, oral, written and interpersonal skills
- Demonstrated knowledge and understanding of best practices in human resources, effective HR principles and practices, and employment and labor laws and regulations.
- Commitment to promoting and fostering an inclusive environment that is supportive of individuals from diverse backgrounds.
- Ability to proactively implement change, as needed.
- Ability to work effectively in a high stress environment and handle multiple tasks and projects simultaneously.
- Excellent skills in public speaking and written communications
- Ability to present ideas in a group setting
- Strong ability to interact and develop relationships with a variety of internal and external contacts
- Strong interpersonal and analytical skills
- Clear understanding of the broad community college mission
- Excellent organizational and time-management skills
- Community college experience and/or work experience in a higher education institution
- Ability to understand and support the philosophy of the community college environment
