Departmental Overview

The Goldman School of Public Policy (GSPP) has 25 Ladder Rank faculty, eight affiliated faculty, and seven emeriti faculty. The School is primarily a graduate school, with four degree programs at the graduate level: the Masters of Public Policy (MPP); the Masters of Public Affairs (MPA); the Masters of Development Practice (MDP); and our PhD program in Public Policy.

It also enrolls more than 1500 undergraduates in elective classes, and has more than 600 students in its undergraduate minor. The School has nearly 300 Master's degree candidates, 10 PhD students and occupies over 20,000 assignable square feet. It has more than 3,000 alumni.

GSPP hires more than 60 graduate student instructors, readers, lecturers, and graduate student researchers annually. Its constituency also includes parents, friends and a number of organizations representing state, federal and local government and policy organizations. It is consistently ranked as one of the top graduate schools of public policy in the nation, currently ranked first among Policy Analysis graduate schools by US News & World Report.

This position works closely with both the Academic HR Director and the School's Assistant Dean of Admin & Operations to serve the Dean's Immediate Office in all academic personnel actions.

Duties include learning the primary AP systems used by the campus Academic Personnel Office and Office of Faculty Equity and Welfare - AP Recruit and AP Bears. The incumbent will complete data entry in AP Bears on behalf of faculty; update CVs and Publication Lists for clarity in hiring, merit and promotion cases; compile teaching evaluation scores for the School's faculty in general and specific faculty as needed.

Hiring faculty on the Berkeley campus requires logistical efforts in travel, entertainment, event management, and calendaring of academic research talks in conjunction with the Dean's Immediate Office and the hiring committee. Incumbent will assist with routine merits and support of case management, such as scheduling teaching assessments for Unit 18 Lecturers, and managing the semesters of service count for Unit 18 members. Incumbent will work with the School's Assistant Dean of Admin & Operations to manage all cases in a timely and accurate way, while holding all case materials as confidential. Acts as liaison with other units (both academic and central APO/HR/OFEW) on policies and procedure clarifications. Trains faculty to use AP Bears to prepare and submit their materials.

Incumbent will support more routine duties, such as sabbatical request approvals, routing of forms and cases to secondary departments for faculty with joint appointments, and preparing the required ServiceNow tickets for academic hires, merits, retentions and pay changes. However, the APA must become knowledgeable about AP policies, labor contracts, federal and state hiring laws and regulations, and organizational policies and procedures as they apply to Academic hires. They must have the nuance and experience to engage faculty in a service- oriented way; work well with APA's from other Schools and departments with whom GSPP shares faculty, and must have political acumen sufficient to deal with delicate matters of tenure and promotion case, navigating the work between the School's Dean, the campus Office for Faculty Welfare, the Vice Provost for Faculty, and the EVCP's office.

Responsibilities

Coordinates the academic search process:
    Manages the placement of recruitment ads; coordinate with JobElephant and other vendors for recruitment ad payment. Coordinate timely payment of job ads, including use of BearBuy and BluCard practices. Drafts initial search plans, using available samples if relevant. Undertakes liaison work with OFEW and GSPP's equity advisor; manages the process sufficiently to move the work forward as appropriate. In conjunction with the AP Director, conducts the initial screening of applicants and materials submitted and identifies those not minimally qualified. In conjunction with the AP Director, administers academic recruitment and waiver process in AP Recruit, ensuring accurate and complete documentation for audit compliance. Manages appointment process post-recruitment, and supports hiring manager or search committee throughout the process; provides coaching to ensure use of fair and equitable hiring practices.

Under general supervision, provides advice and guidance on documented faculty or other academic staff compensation programs, academic personnel policies and procedures.
    Facilitates the academic review processes for both Ladder Rank and Non-Senate faculty. Understands components of the academic review process, including current review documents for represented and non-represented employees. Understands University policies, procedures, labor contracts, and federal and state employment laws and regulations. Responds to basic inquiries about AP matters and processes, and refers to relevant campus and informational resources as needed. Asks questions and accurately documents client conversations in order to refer to relevant AP specialists. Follows protocol to ensure correct documentation and maintenance of personnel files. Identifies and appropriately escalates problems related to AP/HR transactions.

Supports faculty ad hoc committees as needed for academic searches, mid-career assessments, and promotion.

In conjunction with the AP Director and CAO, track Unit 18 semesters of service; highlight upcoming actions that are required by the Unit 18 contract, such as the pay increases in compliance with contract requirements, and the required observation of teaching and Excellence Reviews.
    In conjunction with AP Director and Assistant Dean of Student Affairs, tracks a rolling two year teaching calendar, and drafts offer letters in compliance with the Unit 18 contract.

In conjunction with AP Director, drafts routine correspondence for AP Actions, such as merit approvals after Budget Committee review, and submits Service Now tickets for rank, step or pay changes.

Under guidance from AP Director, counsels faculty and other academic staff concerning academic case preparation, self-statements, and teaching dossier compilation.
    Assesses and summarizes data and comments from teaching evaluations. Determines and assembles materials for academic review cases.

In consultation with the Dean, Chief Administrative Officer and Director of Academic Personnel, coordinates the annual faculty merit review timeline.
    Delivers timely and accurate results. Takes initiative to make improvements; able to learn from constructive feedback, mistakes and analysis of processes.

Understands contract and policy provisions to answer basic employee timekeeping and pay questions.
    Maintains employee privacy and confidentiality in all matters relating to personal information and personnel actions.

Attend regular training and briefing meetings hosted by the Vice Provost for Faculty, Academic Personnel Office, and the Office of Faculty Equity & Welfare.
    Regularly attend and participate in the Community of Practice established by Academic Personnel Analysts on campus; update systems and tools training as needed. Stay current in upcoming and changing policies and practices; serve as resource for GSPP faculty on such policies as requested.

Other duties as assigned; may require occasional evening or weekend work.
    The job is eligible for a hybrid work arrangement once probation is passed.

Required Qualifications
    Demonstrated analytical skills sufficient to conduct analysis and develop recommendations to Dean, Assistant Dean of Administration & Operations, and Director of Academic Personnel. Responsible for initial drafts of academic case letters on behalf of the dean; facility with a fast-paced writing environment. Demonstrated effective oral and written communication skills with all levels of staff, faculty, distinguished visitors, students and external constituencies. Connects with peers, colleagues and customers; actively listens; clearly and effectively shares information; seeks input from others; adapts communication and channel delivery to diverse audiences. Political acumen and sensitivities to the differing perspectives and political circumstances within all levels of the Campus; GSPP, APO, OFEW, and other external constituencies. Basic knowledge of and/or can quickly learn to apply/interpret organization and School practices, policies and procedures which govern academic HR. Strong service orientation and the ability to work proactively as part of a team. Knowledge of and/or can quickly learn organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Skill in organizing material and information in a systematic way in order to optimize efficiency, and can quickly learn APO and campus requirements to stay within compliance. Ability to remain calm and maintain a professional demeanor at all times. Ability to meet deadlines and to respond to questions in a timely manner; ability to multi- task with demanding timeframes. Ability to establish proficiency in UC Path, AP Recruit, AP Bears, BearBuy and the UC Berkeley Reimbursement systems and other related business software programs and systems. Advising and counseling skills, including ability to maintain strict confidentiality on issues pertaining to personnel cases and decisions. Bachelor's degree in related area and/or equivalent experience/training.

Salary & Benefits

This is a 12-month, full-time (40 hours/week), contract appointment, eligible for full UC benefits with the possibility of extension. This position is a non-exempt, hourly paid position.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $29.50 - $51.53.
