Departmental Overview
The Goldman School of Public Policy (GSPP) has 25 Ladder Rank faculty, eight affiliated faculty, and seven emeriti faculty. The School is primarily a graduate school, with four degree programs at the graduate level: the Masters of Public Policy (MPP); the Masters of Public Affairs (MPA); the Masters of Development Practice (MDP); and our PhD program in Public Policy.
It also enrolls more than 1500 undergraduates in elective classes, and has more than 600 students in its undergraduate minor. The School has nearly 300 Master's degree candidates, 10 PhD students and occupies over 20,000 assignable square feet, within which are five classrooms, one computer lab and 42 offices. It has more than 2,800 alumni.
GSPP annually hires more than 60 graduate student instructors, readers, lecturers and graduate student researchers annually. Its constituency also includes parents, friends and a number of organizations representing state, federal and local government and policy organizations. It is consistently ranked as one of the top graduate schools of public policy in the nation, currently ranked first among Policy Analysis graduate schools by US News and World Report.
The Center for Studies in Higher Education (CSHE) is one of the Goldman School's research centers, an Organized Research Unit. Established in 1957, the CSHE is the first research institute in the United States devoted to the study of higher education policy issues. CSHE influences higher education by: conducting policy relevant research across California, the nation and the world; bringing multidisciplinary and multi-cultural perspectives, and promoting social justice; fostering a global community of scholars and leaders, promoting policy-oriented discussions; teaching future generations of diverse academic executives, scholars, and policy makers; and serving as a knowledge hub, accessible to scholars, policy makers, and the public.
In addition to an academic staff of four, CSHE has 15 research associates, and approximately 20 affiliated faculty at other institutions.
Annually, CSHE hosts approximately 16 long-term international visiting scholars, selects 11 Gardner Fellows from across the UC system for the Gardner Higher Education Seminar for doctoral students, trains more than 60 higher education professionals in leadership skills through the Executive Leadership Academy (542 alumni), mentors approximately 12 senior higher education professionals from across the country in the “Breakfast with George” program, and partners with 30 research universities in North America and 10 international research universities to conduct 150,000 student surveys (SERU program).
Through the Cliometric UC History Project, CSHE has developed a unique database of student records in the UC system, which have been used to produce prominent research studies. CSHE is also host of the 150 Years of Women at Berkeley History Project. Additionally, CSHE organizes the Clark Kerr Lecture Series, webinars and in-person panels to provide public forums to address a variety of current issues facing higher education institutions.
The External Relations Specialist performs a full range of functions on behalf of CSHE and its activities, including outreach, communications strategy and execution, website content management, event planning and project management. Under the direction of the CSHE Director and the Associate Director, this position will also work closely with staff, visiting scholars, and a wide variety of CSHE affiliates, who include former UCOP staff, former university presidents, and alumni of various CSHE programs.
This position will coordinate communications activities to promote CHSE programs and related research. The incumbent will be responsible for organizing events for CSHE that include online and in-person meetings, lectures, webinars, SERU symposia, conferences and seminars. The position will also support the Visiting Scholars program and the Gardner Fellows program, with recruitment and management of applications. This involves working in collaboration other institutions and UC campuses, as well as campus offices such as Visiting Scholar and Postdoctoral Affairs, Berkeley International Office, and Berkeley Regional Services. Additionally, this position will oversee special projects for Center leadership as needed.

Responsibilities
- Responsible for oversight and management of the CSHE newsletter, website, social media, broadcast emails, video recordings, various marketing efforts and analytics. Develop a communications/marketing plan that integrates CSHE's various programs. Support and promote the research and publication efforts of CSHE's staff, academic affiliates, research associates and visiting scholars, including the Research and Occasional Papers Series, the California 150W project and other related research. Manage submissions to online publishing platforms, such as eScholarship, and assist with editing and formatting. Follow UC Berkeley's ADA requirements for accessibility of digital marketing and publication materials. Build and manage administrative and academic relationships across campus departments and external institutions to promote and recruit for CSHE programs, such as the lecture series, Gardner Fellows program, and the Visiting Scholars program. Organize and oversee logistics for CSHE events, which are in-person, hybrid and fully remote. Duties include: scheduling events, managing invitations and RSVPs; managing venue reservations and catering according to UC policies and procedures; and overseeing vendoring and processing of payments. Provide evaluations as needed; analyze and recommend changes to programs and activities given the results of such assessments. Support fundraising activities through the provision of materials used in campaigns, manage online fundraising campaigns and work in collaboration with UDAR and GSPP. With guidance from CSHE leadership, coordinate implementation of CSHE initiatives and projects to support a broader strategic direction. Other duties as assigned; may include some evening and weekend work as needed.
Required Qualifications
- Strong interpersonal skills with the ability to communicate effectively with diverse groups of staff, researchers, visiting scholars and external collaborators. Knowledge of marketing/communications principles, concepts, strategies and best practices. Excellent written, verbal, and persuasive communication skills. Strong time management skills; ability to manage conflicting priorities and multi-tasking demands. Ability to take initiative and manage projects and events with minimal supervision from start to finish. Strong problem-solving skills. Ability to use sound judgment and discretion in responding to issues and concerns. Ability to remain calm and maintain a professional demeanor at all times. Experience with various software and platforms (Adobe Creative Suite, Google Productivity Suite, Microsoft Office Suite, Mailchimp, YouTube, Open Berkeley). Ability to work occasional evenings or weekends as needed. Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
- Interest in higher education research and policy. Familiarity with campus processes, protocols and procedures.
Salary & Benefits
This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $67,000.00 - $90,000.00.
