Project ManagerDescription/Job Summary Under the Division of Information Technology Services (ITS), the Project Manager is responsible for enhancing engagement with Baltimore City Community College (BCCC) administrative and academic leaders, functional managers, and users to identify and support opportunities for IT to enable business goals. This position is responsible for supporting the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with the institution’s strategy, commitments, and goals. The position coordinates the work of other ITS professionals and functional staff to complete projects that are significant in cost, scope, and impact. The core elements of the position are organizing people and time resources and seeing the project through from inception to completion. The Project Manager is responsible for supporting meeting theinstitution’s and stakeholder’s needs and delivering every project on time, within budget and within scope
Responsibilities/Duties
  • Works with and advises management teams on ITS related projects, supporting the project’s efforts and leading a project team;
  • Ensures projects align with the strategic objectives and goals of the College and ITS Department;
  • Implements project management best practices in how projects are managed at BCCC and coordinates with the State of Maryland Department of Information Technology (DoIT) as needed;
  • Coordinate internal resources and third parties/vendors for the flawless execution of projects
  • Ensure that all projects are delivered on-time, within scope and within budget;
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility;
  • Ensure resource availability and allocation;
  • Develop a detailed project plan to monitor and track progress;
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques;
  • Measure project performance using appropriate tools and techniques;
  • Report and escalate to management as needed;
  • Manage the relationship with the client and all stakeholders;
  • Perform risk management to minimize project risks;
  • Establish and maintain relationships with third parties/vendors;
  • Create and maintain comprehensive project documentation;
  • Provides briefings to CIO and leadership;
  • Develops reporting measures to report project(s) performance;
  • Prepares status reports by gathering, analyzing, and summarizing relevant information;
  • Presents reports defining project status;
  • Reports and escalates to management;
  • Ensures reporting methods meets the requirements of BCCC leadership, DoIT, and other reporting entities;
  • Conducts process analysis on selected processes;
  • Makes recommendation for future processes and improvements;
  • Serves as liaison to college divisional SharePoint Intranet sites, administrative and academic programs;
  • Provides support for general SharePoint requests;
  • Provides advice and technical assistance needed to divisional content administrators;
  • Facilitates SharePoint training on an as needed basis;
  • Other related duties as assigned.
Required Qualifications
  • Bachelor’s degree in Information Systems or related field
  • Project management related certification such as Certification in Certified associate in project management (CAPM)
  • 4 years direct work experience in an IT project management capacity, including all aspects of process development and execution
  • Experience in developing and deploying project best practice, policies, procedures, and processes
  • Ability to facilitate relations between business groups and the ITS department
  • Experience at working both independently and in a team-oriented, collaborative environment
  • Advanced interpersonal, written, and oral communication skills.
  • Adept at conducting research into project-related issues and products.
  • Must be able to learn, understand, and apply new technologies.
Preferred Qualifications
  • Project Management Professional (PMP)
  • Higher education experience
