Position Summary:

This position directs the transportation safety management process and provides overall support and guidance to Transportation and Parking Operations Managers. This position coordinates with Transportation and Parking Operations leadership in crafting short- and longer-term strategies in building a culture of safety. This position introduces and oversees systems and activities to maintain oversight of regulatory compliance status; provides training and professional development for management and CMV operators; coordinates and manages the crash management process; conducts audits and inspections of the transportation safety management process; and monitors metrics and indices reflecting performance. Reporting to the Director of TPS, provides support, direction and guidance to campus Transportation and Parking leadership. The Safety and Compliance Manager interacts with and directly influences the behavior, performance and knowledge base of the CMV operators; and serves in a consulting role enabling managers to address safety and regulatory issues impacting the Transportation & Parking Operations.

Knowledge, Skills, Abilities and/or Competencies:

  • Intermediate knowledge of Word/Excel/PowerPoint.
  • Working knowledge of the performance management/ monitoring systems
  • Working knowledge of federal and state safety laws, particularly FTA/FMCSR and OSHA standards.
  • Analysis and identification of risk trends, problems and solutions.
  • Ability to express ideas clearly and concisely using appropriate mediums (for example, face-to-face, email, and presentations), listen effectively, demonstrate understanding, and clarify meaning for others.
  • Ability to analyze, define, diagnose, and resolve problems based on sound logic and rationale.
  • Ability to develop, coach, and mentor others including the ability to provide development experiences and network opportunities, advise, and teach to prepare others for effective job performance.
  • Ability to interact cooperatively and collaboratively with others as a team, including those holding divergent and/or opposing views and goals.
  • Understand and apply meaningful operations and safety performance metrics. Ability to plan and execute events, safety meetings, accident review meetings.
  • Develop and communicate informative presentations and strategies for managers and supervisors to gain understanding and consensus.
  • Possess extensive knowledge of OSHA 29 CFR 1910 regulations.

Duties/Responsibilities:

Safety Compliance:

  • Ensure compliance with state and federal regulations regarding transportation and workplace safety.
  • Monitor driver qualification files and the hiring and selection process.
  • Review hours of service records for accuracy.
  • Assure DOT drug/ alcohol program is compliant with regulations in conjunction with Campus HR.
  • Work with Maintenance Manager to assure PM compliance and demand maintenance are compliant.

Safety Analysis:

  • Oversee and implement the elements of a Crash Management process including coordination of reporting, investigation, documentation and management of incidents.
  • Review accident file contents for accuracy and documents needed.
  • Act as Gatekeeper for accident preventable decisions.
  • Ensure proper accountability is delivered for preventable accidents.
  • Provide a comprehensive and accurate monthly report containing appropriate metrics using current SMS System.
  • Provide monthly scorecards which include tactics and activities from a campus perspective.

Safety Training:

  • Develop materials and conduct training for drivers in the implementation of the Transportation Safety Management System.
  • Mentor the competency of managers in safety management practices, protocols, and procedures.
  • Conduct an overall DOT compliance course 2 times per year.
  • Teach Smith System ride along principles to Management.
  • Create and communicate the accident management protocol for department.
  • Perform and identify accident investigation training to all levels of the Organization.

Auditing/Inspections:

  • Conduct audits and inspections of fleet and maintenance practices to monitor compliance.
  • Conduct DOT compliance audits for Transit.
  • Institute a site self-inspection protocol Transportation and Parking Operations.
  • Conduct maintenance audits to determine maintenance compliance with FMCSR regulations.
  • Review and input NTD Data for FTA Compliance for both Safety and Operational Statistics.
